President Ivanov to Stoltenberg: NATO should take into consideration the new security threats and geopolitical aspects as regards the membership of Macedonia
Wednesday, 25 November 2015 08:05

The President of the Republic of Macedonia, Dr. Gjorge Ivanov, urged NATO Secretary General, Mr. Jens Stoltenberg that the biggest military – political organization in the world bear in mind the most recent security threats and geopolitical aspects, stating that the Alliance should not ignore international law, including the International Court of Justice judgment regarding Macedonia.

„This meeting with the Secretary General of NATO comes at a time of multiple challenges both for our country and the region, but also for NATO. The Alliance has been facing major challenges, today is a busy day for the Secretary General having in mind the new developments in Syria", underlined President Ivanov after the meeting with Stoltenberg.

The Macedonian President said he informed Stoltenberg about all the expectations that Macedonia has as a candidate country for NATO membership, in view of the upcoming ministerial meeting of the Alliance in December, as well as the NATO Summit in Warsaw next year.

„We have a new reality and we must respect it. There is a shift in the geopolitical situation in the world, new challenges are arising and when NATO adopts its decisions at the Summit in Warsaw next year, it should take these into consideration. Also, the Alliance should finally start respecting the judgment of the International Court of Justice in the Hague, because we keep hearing how NATO continuously calls upon the respect of international law and assumed obligations, but all of this should also be valid in the case of Macedonia", said President Ivanov.STOLTENBERG_7

In a statement for the press, the President of the Republic of Macedonia informed that he invited the NATO Secretary General to visit the Republic of Macedonia and "personally see the current situation with the refuges, although NATO is not involved in the situation currently, but still to see what is happening and who is transiting Macedonian territory", underlined President Ivanov.

„Our territory has always been the link between the Middle East, Asia and Europe. Therefore I reiterated the question of whether it was necessary for the refugees to come and show which is the most frequent, most strategic and predominant route in this part of Europe and the world", President Ivanov is resolute.

According to President Ivanov, Stoltenberg stated that he was closely following the situation in Macedonia, that he is aware of the frustrations of Macedonian citizens and the 16 Membership Action Plans (MAPs) that Macedonia has completed with success, as well as the fact that the country has always been an active participant in all NATO-led initiatives and actions, especially the contribution of our army in Iraq and Afghanistan.

stoltenberg_6„The situation in the world is as it is and we must continue facing the existing and prepare for new challenges. In this context, the Secretary General informed about the ways NATO is assisting the Macedonian Army and all the trainings and support it has been providing in order for us as a country which has been a candidate for NATO membership for so long, to be able to tackle the challenges and influence the general security situation in the wider region" stated President Ivanov.

However, the Macedonian President was realistic, stating that Jens Stoltenberg, as Secretary General of the Alliance, must reflect the positions of NATO Member States, and Macedonia, being a candidate country, is not yet at the same table and able to present its counter arguments to the arguments provided by Member States in our absence.

„We know that some of the NATO Member States that are not friendly towards Macedonia, are creating a distorted perception and try to install wrong impressions in other NATO Member States, without taking into consideration the existing reality and the fact that we are doing our best to shape it in a most positive way", underlined President Ivanov.

He said that the possibility to increase the number of Macedonian troops in NATO-led missions throughout the world was not discussed at the meeting, having in mind that this decision is usually discussed at the level of ministers, and an issue that the relevant Macedonian ministers will discuss with the Alliance.

„Macedonia realized its tasks, the mission in Afghanistan is about to end and now the Alliance is switching to new modalities of action in Afghanistan", President Ivanov said.

The meeting with NATO Secretary General marked the finish of President Ivanov's two day working visit to Brussels during which he also met with the first Vice President of the European Commission, Mr. Frans Timmermans, whereby they discussed the refugee crisis and the assistance Macedonia expects from the European Union in order to handle the situation.

President Ivanov at the Brdo – Brioni Process Summit: Fast integration and strengthened security cooperation are key to the security of the Region
Wednesday, 25 November 2015 00:00

brdoBetter security cooperation in the region, exchange of sensitive information nand fast integration of all countries is necessary in order to improve security – underlined President Ivanov at the extraordinary Summit of the Brdo Brioni Process held in Zagreb today.

As the President stated, the extraordinary Summit took place because there are many issues arising from the migrant and refugee crisis.

„These issues are burdening our region and Europe as a whole. Security issues are not only related to the Paris events, since we are witnessing many acts of aggression and expressions of terrorism throughout the world. In spite of the cooperation we have had so far in our region and the confidence built especially through the Brdo – Brioni Process, there is still a lack of cooperation, exchange of information and trust in the area of security, stated the Macedonian President.

He equally emphasized that there are more than 1000 foreign fighters from the region, fighting in Syria and Iraq, whereas 60 per cent of them have already returned, which, as he said, is a concerning situation.

„ This is why it is necessary for the security services to cooperate and exchange sensitive information, thus preventing similar events to the ones in Paris from happening in our region", President Ivanov said.

The Macedonian President also stated that instead of decreasing with the arrival of winter, the number of refugees is increasing.

„We currently have thousands of people from Morocco, Yemen, Northern Africa, Bangladesh, and Pakistan at the Macedonian – Greek border... The corridor originally opened by the refugees from Syria and Iraq is now being used by economic migrants whose destination is Europe. All of the countries on their route are facing major expenditures in order to cover their humanitarian needs, because they need food, water and medical assistance.

Macedonia is approaching the 10 million Euro mark regarding the funds spent during this period, and it has received no assistance except some symbolic amounts that our humanitarian aid organizations have received from other similar organizations, underlined President Ivanov.

This, according to the President, points to the necessity of taking measures, because countries such as Sweden have already taken actions, and Germany is planning to do the same – an EU – Turkey Summit has also been convened, having in mind that Turkey is where most of the refugees and migrants come from.

As for the messages conveyed at the Zagreb Summit, regarding the faster integration of the Southeast European countries in EU and NATO, President Ivanov said that he pointed to European Council President Tusk (who recently visited Macedonia) all the things that were left undone by his predecessor.

„The largest portion of responsibility falls on the European Council, because that is where the blockage is when it comes to the European integration of Macedonia. All of the countries in the region are progressing, and due to the open issue with Greece, Macedonia is standing in one place. This is why, both at our meeting in Skopje and now, we stated that if we finish our obligations and if everything goes as planned with the political agreement and the upcoming elections, then it will be absolutely necessary to change the status quo situation in Macedonian integrations and finally grant Macedonia the status it deserves", underlined the Macedonian President.

brdo1The conclusions of the Summit note that a regular dialogue with the United States, the European Union and the countries of Southeast Europe at the operational level is necessary to counter global security threats.

The present, dramatic migrant crisis is an unprecedented challenge both from a humanitarian and from a security point of view, which demands dialogue and agreement for better protection of EU external borders and significantly alleviate the pressure of refugees over the afflicted countries, estimated the participants at the Summit who stated that enlargement should not be considered as a technical, but rather as a political process.

The conclusions of the Summit also state that open bilateral and regional issues should be tackled with a constructive approach and in accordance with international law and principles.

„Today, we, the leaders of the Brdo Brioni Process, renewed our joint commitment to building trust, developing bilateral and regional dialogue, assisting each other accordingly in the European and Euro-Atlantic integration processes, and promoting further cooperation and reconciliation", was part of the message of the leaders participating at the Summit.

We commit, as they said, to the improvement of economic cooperation and connectivity through regional infrastructure projects and specific focus on energy security.

„Focus was given to guaranteeing the prosperity for young generations by providing them with mobility programs and job opportunities. Here, a synergy of the Brdo Brioni Process with the Berlin Process was emphasized. In this context we welcome the outcome of the Vienna Summit", stated the leaders. At the same time, they expressed their appall by the brutality of the terrorist attack in Paris, as well as the terrorist acts in Ankara, Sinai, Beirut and Bamako, and called for effective and efficient global solutions to combat, prevent and address the root causes of radicalism, violent extremism and terrorism. As the leaders stated, for this, broader international cooperation, better coordination and sharing of information by law enforcement agencies is vital.

Today in Brussels, the President of the Republic of Macedonia, Dr. Gjorge Ivanov has a meeting with Mr. Frans Timmermans, first Vice President of the European Commission.

The focus of the talks with Vice President Timmermans was on the challenges that the country has been facing related to the migrant and refugee crisis, as well as the current security issues on the European continent.
President Ivanov informed that ever since the beginning of the crisis, the country has been relying on its proper resources, whereas help from the European Union is missing. In this sense, he asked for urgent technical and financial assistance for the country.

The Republic of Macedonia respects all international obligations in the treatment of migrants, paying serious attention to the humanitarian aspect, in spite of its overstretched capacities", stated President Ivanov after the meeting.

It is vital to restore control over EU external borders. It is necessary to have a joint EU strategy and coordinated international action to resolve this problem, President Ivanov noted at the meeting with EC Vice President Timmermans.

‎Timmermans stated that he understands the challenges that the country has been facing in order to handle the refugee and migrant crisis, underlining that he will advocate a rapid provision of assistance and support by the EU. Both interlocutors agreed that now is the right time for action.

President Ivanov emphasized that it is high time for Macedonia to resume its integration processes.
As regards the latest EC progress Report on Macedonia, President Ivanov said that he expects to see maximum commitment by all social and political factors in the country, with a view to correcting the setbacks noted in the report, while expressing his excpectation that after the elections, the Republic of Macedonia will finally receive a date for opening accession negotiations with the EU. "We need the transformative power of the accession process", said President Ivanov at the meeting.
