Speeches
ANNUAL ADDRESS by the President of the Republic of Macedonia
Tuesday, 14 December 2010 00:00

Honorable President of the Assembly of the Republic of Macedonia,
Distinguished Members of the Parliament,
Honorable President of the Government of the Republic of Macedonia,
Distinguished Members of the Government,
Distinguished representatives of the diplomatic corps, representatives of the religious communities in the Republic of Macedonia,
Your Excellencies, Ladies and Gentlemen,
Citizens of the Republic of Macedonia,

The end of the year always gives us an opportunity to reconsider the accomplishments, to rejoice the successes, but also to draw lessons from the lessons learned, to see what has been achieved in the current year, what we are still working on and what remains to be done in the year to come.
According to the constitutional obligation, today, for the second time, I am addressing you in order to give you a summary on the fulfillment of my constitutional responsibilities. In addition to the summary, I will also refer to my views and I will assess the situation and the developments in the country in general. Moreover, I would like to present, to this highest legislative dome, my expectations for the year 2011.

Dear all,
As President of the Republic of Macedonia in this past year, all my activities were focused within my constitutional competences and strategic determinations of the state. My policy stems from them.
However, at the very beginning of my address, I must briefly refer to all that has been accomplished.
Namely, everything that was happening at the international scene in 2010, as always in the past, could not be reduced to only one possible truth. All tremors, disturbances that were present in 2010, both in the sphere of politics and in the field of finance, environment, demography suggest that mankind is entering into a general, large-scale, global social and moral crisis.
Such crisis dynamics results in creating, designing of a multi-polar world with new centers of economic and political power. New rivalries and new alliances are already established both at regional and international level. Every one of us, deep down in himself, feels that such changes are happening.
In such context, in the sphere of foreign policy, throughout the year, I had 36 international appearances and activities and I paid 25 visits to foreign countries. As Head of State, I have represented our country at all most important multilateral events. I hosted five official and working visits of several colleagues. I had more than a hundred meetings with Heads of States and chiefs of international organizations.
All these meetings and visits had one and the same purpose, to represent our country in a decent manner and to advocate its strategic interests. The leading objective of my international activity primarily was to embody Macedonia as a peace-loving country contributing to the regional stability. Macedonia as a multiethnic society may serve as an example. Macedonia as a state exporter of stability. Macedonia as an actor having responsibility in multilateral organizations as part of the contribution to the international relations. Macedonia as an open market economy striving towards its further development. Macedonia as a European culture, having the willingness and capacity to be part of the European family of nations. Macedonia as a democracy, promoting human and minority rights. Macedonia as a cultural homeland of the Macedonian language and Macedonian identity.
Through my activities, I assume, I have managed to provide my contribution to the good neighborly relations and regional cooperation, and to create new and strengthen the existing partnerships and friendships. To create ambience in which the administration and the business community will be able to work better and also open new areas for communication and cooperation for our country. Therefore, I have always insisted to be accompanied, on the visits and the meetings I have had, by representatives of the Government of the Republic of Macedonia and representatives from the business community.
The active participation on the international arena, whether it is the United Nations, OSCE, Europe, US or Asia, is the best indicator of the international capacity of the Republic of Macedonia. With this we have best proven that we are an active participant in the regional and global processes, thus making the Macedonian voice heard and respected concerning these issues.
Republic of Macedonia’s Presidency with the Committee of Ministers of the Council of Europe, as Macedonian Chairmanship, was an exceptional opportunity for promotion and affirmation of the country. The Macedonian Chairmanship was our contribution to the efforts for better functioning of the oldest European institution. Macedonia worked diligently, was committed and cared for our common European home, at a time when key reforms in the organization were launched. In this endeavor we were guided by three priorities - strengthening human rights protection, promoting integration of national minorities in the European societies and involvement of youth in political processes and democratic reforms in their societies. Having such an agenda, we contributed to the achievement of the goals of the oldest European international organization.
The Macedonian Chairmanship coincided with the 60th anniversary of the adoption of the European Convention on Human Rights. It was indeed a rare occasion that, on behalf of the Republic of Macedonia, along with the UN Secretary General, Mr. Ban Ki-moon, I was able to address the Parliamentary Assembly of the Council of Europe on the jubilee of this Convention. I was really proud that as President of the Republic of Macedonia, on behalf of all Council of Europe member states, I could convey the noble messages for human rights promotion in Europe in Macedonian language. This happened exactly in the same place where, only fifteen years ago, it was denied by some politicians.
In terms of regional cooperation, we have made progress in the good neighborly relations with all our neighbors, Albania, Kosovo, Serbia, Bulgaria, but also with Greece. With Serbia we are determined to continue the development of the regional cooperation. Although there is certain difference in our positions concerning Kosovo, it should not be an obstacle to the comprehensive and traditionally good bilateral cooperation.
The cooperation with Kosovo is improving, and therefore, we continue with our dedicated efforts to assist its integration into the regional initiatives, but also to improve our economic and general exchange and cooperation.
The relations with Albania are at a high level of development, although all possibilities for cooperation are not exhausted. I believe that the ethnic communities in both countries can be used as a bridge in promoting this cooperation, but also for mutual assistance.
With Bulgaria, we are also determined to continue the development of the close political communication, but it is still below the desired level in terms of economic ties. The greatest challenge and the biggest requirement for improvement of the Macedonian-Bulgarian cooperation is the construction of Corridor 8 and the railway connection between Skopje and Sofia.
With Greece, the political dialogue is becoming more prevalent and more intense. It gains the desired dynamics, something that was lacking in the past and something that can further improve the generally good economic relations.

We can assess as very positive our relations and comprehensive cooperation with the countries from the wider neighborhood and from the region in general, Croatia, Slovenia, Bosnia and Herzegovina, Montenegro, Turkey, Romania, Hungary.
Compared with the situation of only a decade ago, the region today lives in the token of mutual reconciliation, stability and prosperity. Regional cooperation has reached the appropriate level. Today, with my colleagues from the closest and the wider neighborhood, during our frequent meetings, we discuss concrete and practical projects, investments and actions beneficial for the citizens: economy, road and rail infrastructure, transport and energy corridors, organized crime suppression, environmental protection.

Ladies and Gentlemen,
These days, for a year now, our citizens, after a longer period, again have the opportunity to travel freely throughout the European Union countries. One major obstacle in linking our country with the world, access to the world achievements and for promotion of our values abroad, is gone. The proper visa liberalization enforcement will prove that Macedonian citizens are deservedly part of the European free space.
We are aware that our path to the European Union is firmly traced. However, we should continue to move on that path as equal citizens of Europe. It is true that the integration into the European Union offers economic development and progress, higher living standard, education, employment and opportunity for all. But we need to know that the European Union also requires investments and sacrifices, contributions and benefits for the common and general goods. Thus, the possibility should not be sought in the social funds, but in the benefits of Europe that ensure social and individual development and progress.

Dear all,
Today more than ever, our region needs what I call European peace (Pax Europeana), which sees Europe as an open space with freedom of movement of people, ideas, capital and products. Open space in which each economy can grow and spread. Open space, where people with open minds build tolerance and respect for diversity.
Therefore, in moments of crisis, we in the region need to have more and not less Europe. The global economic crisis should not be an alibi to stop on the way of progress, to abandon the path laid down by the founders of Europe. On the contrary, exactly in times of economic crisis we all need to embrace the fundamental principles that led the European unification which were actually a motive to overcome crisis situations and relations between European countries.
There is no sustainable alternative for the region and for Macedonia except the European integrations. There is no greater driving force for our societies than the EU integration process. Europe's ability to influence the neighborhood, without pressure, without force, to attract and to adapt the neighboring states in its constellation of democratic and prosperous countries, is one of the most important missions of Europe.
Therefore, in our strategic determinations, we see NATO and the European Union as dominant integration, development and security projects, having major impact on the economic, social and value realities of the continent, in the middle of which are we. I always warn not to forget the genuine idea of the European unification. The circumstances and the economic crisis in current member states are not favorable when admission of new countries is concerned. We do understand this. But that does not mean that we accept the thesis of enlargement fatigue. Indeed, crises have always been periods of major challenges and great opportunities, times when new leaders have emerged with new solutions and new visions.

However, the greatest obstacle for us in the Euro-Atlantic integrations is the problem created by our southern neighbor concerning our name. In this context, the Republic of Macedonia has always adhered, with dignity and responsibility, to the 1993 UN resolutions, when Macedonia was admitted as member, as well as to the provisions of the Macedonian-Greek Interim Accord of September 13, 1995. Macedonia so far has demonstrated its sincerity and commitment many times, with the amendment of the Constitution and the national flag, with its admission to the United Nations under the provisional mode of addressing, but in other occasions as well. Nevertheless, we are committed to continue the dialogue between Greece and Macedonia, as an expression of our responsibility, as a shared obligation and as the sole way to overcome the bilateral dispute between Greece and Macedonia.
We stand ready to bridge the differences in a European manner. However, this also means focusing on the fundamental right of the state. We are citizens of a European country and we require Greece, being a member of the European Union, to apply European approach towards us. Therefore, once again I urge that it is not acceptable to discuss a solution that touches upon Macedonian identity, Macedonian language and the Constitution of the Republic of Macedonia, being the guardian of our national sovereignty and our national dignity. Therefore, I would like to underline that as long as I am President of the Republic of Macedonia I will not allow this to happen.
We are fatefully experiencing the old wisdom - nomen est omen - the essence is in the name. Our name reflects an essential part of the Macedonian identity. Our ancestors were faced with much greater pressure, but they have never succumbed, with great difficulty they have left us what we need to preserve today for the future generations.

Ladies and Gentlemen,
Macedonian state officials, as never before, have a clear position: intensification of the Macedonian-Greek dialogue and search for a mutually acceptable compromise solution. But the solution must be within the Resolution 817 of the United Nations of 1993.
We want a solution, but only within the Greek-Macedonian Interim Accord of September 1995. Lastly, the final decision will be made by the citizens.
As President of the Republic of Macedonia, I take into consideration all views of the political entities in the country, including those of the opposition, and based on those views, I create, within my competences, the state policy with regard to this issue. Responsibility of every relevant politician in the Republic of Macedonia is not to abuse the Greek-Macedonian bilateral dispute in the context of EU and NATO integration. We should not encourage disunity among citizens. It is true that the daily politics concerning this issue causes certain damage internally, but I would like to stress that the main reason this issue is still not resolved lies in some Greek politicians, not in the politicians from the Republic of Macedonia. It is time to abandon the stereotypes and prejudices from the past for the sake of our common future.
In order to be consistent in achieving our strategic commitment for Euro-Atlantic Macedonia, we need to be united, unified, to have single position and with concerted efforts to endure on the road ahead of us.

Dear all,
The upcoming year is a year of serious decisions. Decisions that require all segments of the Macedonian society to behave responsibly and with dignity, as the Macedonian citizens have always been when faced with key historical challenges. Macedonian citizens have shown this almost 20 years ago, when they made a decision for an independent, sovereign and autonomous Republic of Macedonia. They have proven this less than 10 years ago when they accepted to promote the century-long tradition of coexistence and tolerance with the Ohrid Agreement. All segments of the Macedonian society, of the Macedonian political scene, NGOs, media and all other social actors should be faithful to the political maturity of the Macedonian citizen, to its democratic capacity.
The essential identity issues we spend most of our time and energy have been imposed on Macedonia and raised at the level of high priority because they have been set as a condition for the better future of our country. Without such conditions to the Macedonian integration, by opening various historical and identity disputes, I am convinced, this debate in Macedonia would have been less painful and with far less publicity. Macedonian citizens are faced with an inappropriate and imposed choice - to choose between the past, present and future. That is the reason for opening debates, which in other states, certainly are perceived as anacronic and strange, at a time when many debates are led for the economy, unemployment, infrastructure, development, environment, energy, new technologies.
I have been working hard to reduce the unbalanced approach in presenting our truth concerning the imposed name dispute. What I can conclude, after many meetings and discussions I have had, is that there is more understanding for the Republic of Macedonia than we have ever thought. Understanding that comes primarily from our friends, partners and NATO allies that share with us the same values, interests and priorities. With whom we share obligations, tasks and responsibilities. This should be complemented with sharing not only obligations but also rights and privileges deriving from the membership into the alliance.
Positive experiences from the region have confirmed the old truth that the issues and the problems are solved only through a dialogue. That communication restores confidence between the parties and builds bridges of cooperation. That the one who communicates becomes integrated. Lasting and sustainable solutions are built only with sincere commitment and awareness of the shared past, shared present and common future. To this end, the meetings between the Prime Minister of the Republic of Macedonia and the Prime Minister of the Hellenic Republic have been intensified.
Regardless of the temptations and difficulties that we are being faced with on the way of our accession to the Union and NATO, I may state that our country does its utmost to keep up the pace of our internal democratic, economic, social and development reforms. Even more – we do our best to accelerate and improve them.
This is reflected in the positive reports and the recommendations for launching negotiation talks we receive from Brussels. The positive rankings from relevant international institution point out the effectiveness of the measures and activities, which in times of global economic crisis, have been undertaken by the Government of the Republic of Macedonia.

Ladies and Gentlemen,
As far as defence is concerned, I am particularly proud of the Army of the Republic of Macedonia, which in the last two decades of its existence proved to be a worthy successor of the insurgents and fighters of the two Ilindens. As one of the pillars of Macedonia's integrity and independence, but also as proud guardian of the tradition of the Macedonian coexistence, the Army continues to be the tissue binding all communities living in the Republic of Macedonia, regardless of their ethnicity and religious affiliation.
Moreover, the implemented reforms make the Army one of the main engines of the Macedonian Euro-Atlantic integration. The New Defence Strategy of the Republic of Macedonia has been adopted, which is fully complementary with NATO. Also, the new structure of the forces of the Army of the Republic of Macedonia has been approved. The Defence Plan of the Republic of Macedonia has been upgraded according to the new security risks, which should allow appropriate functioning within the defence system. In order to maintain the pace of the launched reforms and to follow the processes in the sphere of defence and to achieve the partnership goals and NATO objectives, the financial means allocated for the defence should not be reduced.
Although we are temporarily prevented from becoming members of the alliance, the Republic of Macedonia remains committed to the efforts to join NATO. Also, within our capabilities, we will continue to build the defence and participate in international missions. The success of the Macedonian peace-keepers in Afghanistan, Iraq, Lebanon and Bosnia and Herzegovina is the best recognition for Macedonia's commitment. Evidence for this is the fact that the Macedonian contribution today is one of the biggest per capita contributions, meaning that only in Afghanistan, Macedonia contributes more than all countries in the region and more than many NATO member states.

Dear all,
Except for the name issue, the European and Euro-Atlantic integration, great energy has been invested in the economic and energy issues. The economic future without energy security cannot be imagined. Therefore, as a concrete success of the economic and diplomatic activity of the Republic of Macedonia, I can mention the settlement of the clearing debt and the launched talks on joining the international energy corridor “South Stream” and building a branch across the country. Macedonia, finally, should be on the international map of energy transport corridors. This will open us an opportunity to obtain cheap energy sources for our enterprises and households, and reduced price of our production. This is a specific investment in the energy and general economic stability and security of the country.
The role of the state is to promote bilateral relations, tracing the way for deepening the economic cooperation among the countries. Turned towards one another, the state and the business develop partnership relations in order to maintain economic stability. Therefore, everywhere and always I invite entrepreneurs from other countries to make use of Macedonia’s advantages. To this end, during the official and working visits, as guest and as host, I am always accompanied by representatives of the Macedonian economy and I always try to open the doors for cooperation.
Having mentioned this, I would like to announce that in partnership with the Macedonian business community, under my auspices, we have founded the School for Young Leaders, which has already produced the first very successful generation. We have also initiated the implementation of other projects referred to in my program. The People’s Office of the President of the Republic of Macedonia in Skopje was opened, where the citizens can freely express their problems, requests and considerations. Very soon we will open such offices in Tetovo and Bitola. The dialogues with the religious leaders are ongoing, and also underway is the open call for selection of the youngest scientist.

Respected,
Starting from next year, with the full abolishment of the customs taxes, Macedonia becomes part of the Common European market. I expect this measure to be important for the future of Macedonia, for the competitiveness of our companies, for the living standard of the Macedonian citizens.
The facing of the Macedonian economy with the European economy will certainly reveal some weaknesses attributive to a country with a small, and until now, closed market. Critiques that the opening of the Macedonian economy is going too fast are expected. We could hear some of these critiques even before, in certain branches of the economy. I am deeply convinced that open markets and competitiveness remove the inefficiencies and ensure fair market competition, allowing us to use our advantages. I expect Macedonia to come out as richer, more developed and more progressive.
Another measure anticipating us in 2011, which I expect to contribute to the releasing of the hidden economic potential of our country, is the greater role of the municipalities. In many social areas, in education, health, culture, there is room for further strengthening of the role of the local forms of organization.

Respected,
Since its independence, the Macedonian political arena has never been fully compact, an attribute which, unfortunately, did not elapse 2010.
I expect one part of the public, once again, to use the old qualifiers that in performing my public duty, supposedly, I do not follow my own belief, or that I am not voiced enough when serious social issues are discussed. I do support and I will participate in every needed and useful political debate in which arguments are being used, but only if its aim is not to disturb the country’s position with daily-political accusations.
We witnessed various discussions regarding my competences in terms of the intelligence system. Therefore, I would like to remind you that Gjorge Ivanov’s competences are not concerned, but the competences of the President of the Republic of Macedonia. Therefore, I would like to underline that, as a President of the Republic of Macedonia, I shall protect the competences of the institution. However, we are aware of the need for a more functional system. We are looking for a model that would not harm democracy and human rights.
Mistaken are all those who think that someone’s success or failure in implementing the constitutional competences is measured by the number of quarrels they have had in the Parliament, with the Government or in public. Also mistaken are those who want to create conflicts among the ruling authorities. I will tell them that they should not hope that I will allow irresponsible behavior that might harm the cohesion we’ve created in terms of the strategic goals of the Republic of Macedonia, particularly the Euro Atlantic integrations and the preservation of the Macedonian national identity.
Various opinions, positions and disagreements have existed and will continue to exist; between the opposition and the Government, as well as among the state officials and bodies. Actually, this is the purpose of democracy. However, when the highest national questions are at stake, I always insist these disagreements to be bridged over with constructive dialogue. Just as until now, in the future I will do everything I can to overcome all disagreements through constructive dialogue.

Ladies and gentlemen,
In the year that goes by, many serious issues on areas I am well acquainted with and highly appreciative of were opened, which include the issues regarding the lustration, the nongovernmental sector, or the civic organizations and civic initiatives and the role of media in democratic societies.
Personally, I am disappointed with the implementation of the Law on lustration. Anticipating the court decision, I shall not point out who made a mistake and how, but I want to tell you that the cleansing process must continue within the institutions. It is an exam for us as a state, and I expect that this exam is successfully passed. Anyone performing a public service is subjected to public responsibility. Anyone performing a public duty must be subjected to public control.
As if the Macedonian society is still adapting itself to political pluralism, to political fight for power. During the past years we often turned to the nongovernmental sector in search for objective, unbiased and expertise evaluations and advice. This confidence is vulnerable to misuse.
I was deeply stricken by the information of possible system abuses of this sector. The confidence built for ages could be lost in a single moment. This is why, for organizations whose primary, and maybe only resource is the citizens’ confidence, this is a great threat. We have to open a serious and argument-based discussion regarding the positioning of the civic sector in the future, that is, if we wish to continue using this important segment of civic organizing.
What was said for the confidence crisis in the nongovernmental sector also refers to the Macedonian media, where this problem is even more evident, and additionally amplified by the economic challenges facing the media. I will always defend the freedom of expression, as well as the functioning of the rule of law and the institutions. I will always support open and lively debate.
The current state of the media allows and even encourages loud expression of opposite opinions. I wouldn’t discuss the taste and the style, however, I believe that the essence of the debate is already accomplished, which is why I completely disagree with the views that there is no debate.
Furthermore, it is of prime importance for the citizens to know, clearly and transparently, when they are being addressed by politicians fighting for their confidence, and when this is done by representatives of associations, media, experts, who, not being burdened by the fight for power, and yet speak as power defending the public interest. Dimming of the border line between the government and non-government sector, between politics and media, creates a condition in which the citizens’ confidence, as well as the essence of democracy, is being lost.

Respected,
Our force is in our best exporting product, our model of multiethnic co-existence, model of inclusive democracy. The Macedonian model implies integration without assimilation. Integration with respect for the existing cultural, ethnic, linguistic, religious and other diversities. Some admire it, others are afraid of it. We are proud of it. We are the brightest example that in the Balkans, this crossroad of civilizations, there can be coexistence and tolerance. Our Constitution, the Framework Agreement, and the deep, centuries-old traditions of coexistence, tolerance, understanding and mutual assistance are the guarantees of this model.

From time to time, some problems arise, but the foundations of this model are firm.
Next year we will celebrate the 10-h anniversary of the signing of the Ohrid Framework Agreement. A considerable progress is apparent in terms of the adopting and implementation of the legal solutions. With the Constitutional amendments and supplements in the existing legislative and the adoption of new laws arising from the same, the legal framework has been completed, and conditions for further development have been created.
The rounding out of the process of implementation of the Ohrid Framework Agreement continues to be one of the main priorities of the Republic of Macedonia. The undertaken activities are directed towards enhancing the: decentralization process; usage of the language of the minority communities, equitable representation of members of all ethnic communities and the educational system. That is how we build confidence.
Today, we need this confidence more than ever. Ahead are challenges related to our fatherland’s Euro Atlantic integrations. In order to successfully finish this road, in order to successfully implement the common goal, we need less divisions and more unity. Less quarrels and more respect. Much more self-confidence and self-respect.

Ladies and gentlemen,
At the end, I would like to note the following – our goal is clear and widely accepted by the citizens – inclusive, democratic, European and Euro Atlantic Republic of Macedonia. A country that will cherish the gains of the centuries-old struggle for independence and autonomy. Macedonia that fulfills the legitimate needs, requests and interests of all Macedonian citizens.
Although on our road we face many challenges, I believe this goal is attainable. I think we already know the formula for success – more unity and less division. Unity, as a blessed condition of mutual understanding and respect is the secret of common success. It is enough to go back to the historic decisions whose jubilees we shall celebrate next year. We are obliged to do this by our forefathers, by present and future generations.

Respected,

Luck follows the brave. We are all aware that we build our success and the success of our fatherland. What remains is, with a clear conscience and renewed feeling of unity, to decisively step forth in the year that is before us. I will conclude with a thought which I have emphasized even before:
We know who we are, we know what we are, and we know where we are headed to!

Long live the Republic of Macedonia!
Thank you.

Recognition "Charter of the Republic of Macedonia" for the Festival of Children's Song "Zlatno Slavejce"
Thursday, 09 December 2010 00:00

Ladies and Gentlemen,

I would like to express my great pleasure that, as President of the Republic of Macedonia, I am the patron of the children's song festival “Zlatno Slavejce”, which 40 years ago emerged from the noble mission of the Children’s care and upbringing alliance of the city of Skopje. The pleasure is even greater because today we are here to pay tribute to the festival and to all those who became part of the songs and performances over the decades.

Dear all,

Binding in itself artistic, educational and humanitarian activity, “Zlatno Slavejce” is much more than a music festival.

“Zlatno Slavejce” is perhaps the most important nursery of musical talents in Macedonia, a music school through which flew almost all the stars of the Macedonian music scene. It is not only singing, dancing and performance that they have learnt there, but also building friendships, respecting others, cooperation. They have learnt to help each other, to form their character and to recognize the true values, and a lot more.

We know that the love towards mother tongue is born in the early childhood. However, the tunefulness of one language is most easily expressed through the medley of the words, verses and song with the music. Through music, the harmony of words reaches children and binds them with the beauty of the language, with the positive messages, with the real values. “Zlatno Slavejce” has been doing this for 40 years, producing more than seven hundred pieces of music in Macedonian language, from Macedonian authors, for the children from Macedonia and beyond. As true ambassadors of Macedonian culture, tradition and song, our golden nightingales for already 40 years have been bringing joy and warm feelings to the children around the world.

For the noble mission of the golden nightingales best speak the numerous humanitarian and charity concerts, every one of them devoted to aiding those who need it most, so that they can share the joy with everyone. This wakes the sense in many of us to be responsible and humane in the society. Only those societies in which this sense is fostered have a bright future.

Therefore, as President of the Republic of Macedonia, I made a decision to award this festival with the “Charter of the Republic of Macedonia”. This is recognition of the four-decade work and care for children, for all generations that have grown and grow with the festival, but also a strong impetus for the future generations. This is recognition for all the songs filled with children's desires and yearnings, with moral messages and lessons both for peers and for adults. Many of these songs are timeless and have overcome the generation gap, and today contribute to better understand young people and adults, children and parents, pupils and teachers.

Ladies and Gentlemen,

All those who, as children, participated, sang and danced at the “Zlatno Slavejce” festival are proud of the festival. Macedonia is proud to have “Zlatno Slavejce” too. Therefore, the investment we have made should be an incentive for current and upcoming generations to continue enriching the festival with their voices and dances, with their participation and presence, because they will have benefits from the festival as well. Being part of the music elite, they develop musical talents, nurture the Macedonian language, and help their peers who need to be assisted.

To that end, I wish the golden flock of nightingales for many more decades to sing under the Macedonian sun, new songs and new performances for new generations.

Thank you.

Address at the OSCE Summit in Astana
Wednesday, 01 December 2010 00:00

Distinguished Mr. Chairman,
Dear Colleagues,
Ladies and Gentlemen

Let me express my satisfaction of being here, in the great city of Astana, participating at the 7th OSCE Summit, at this critical juncture of defining the course of our common security and of consolidating the role of the OSCE in the Euro-Atlantic and Eurasian region. I would like to extend my congratulations to our host for the extended hospitality and exceptional organization.

This Summit is, undoubtedly, significant and symbolic one. Witnessing the necessity of increased effectiveness of our Organization and working hard to give a strong impetus and revitalize the Organisation, the participating states made a decision to organize the OSCE Summit for the first time in the new century in Central Asia. This is a clear sign of our strong determination to keep working on overcoming the differences between us and really start building a Security Community, a community of enhanced mutual cooperation. Only 10 days ago in Lisbon, we witnessed a joint commitment to strengthen the Alliance and prepare it for the 21st century challenges. The OSCE should be prepared for the realities borne by the new century.

There is a symbolism in the fact that this year marks the 35th anniversary of the Helsinki Final Act, and the 20th anniversary of the Charter of Paris for a new Europe. We are here today to reaffirm our commitment to those fundamental principles, and to endorse needed action to make the ambitious vision of Helsinki and Paris a reality.

As of no less importance, I would like to mention the 20th anniversary of the Copenhagen Document, which is the guide and foundation of the human dimension work in the OSCE. Since its independence, Macedonia has been guided by the OSCE principles and commitments, thus making a good example that trust between communities can be built only by respecting human rights and fundamental freedoms of all citizens.

Dear friends,

I may say, without any restrain, that the OSCE has played a significant role in my country, the Republic of Macedonia. I would like to underline that OSCE has done a great job. Important was the commitment and the engagement of the OSCE in Macedonia. Today, my country, being a service consumer in the past, is an active contributor to the organization's goals. Macedonia today is a unique example of multiethnic coexistence, inclusive democracy, a model that made us a contributor to the security and stability. The Republic of Macedonia has a significant contribution not only to the regional stability and cooperation, but also to the wider peace and security, as in Afghanistan. The Republic of Macedonia is strongly focused on the development and promotion of good neighborly relations.

We receive a lot of acknowledgements for the progress achieved. The Republic of Macedonia today has met all criteria for NATO membership. Macedonia today is ready to start European Union accession negotiations. Next year we will be celebrating the 20th anniversary of our independence, and therefore, I deem that we have made a remarkable progress in this period.

Indeed, not only my country did, but the entire Southeast Europe region has been enjoying the benefits from the Organization. Compared with the situation of only a decade ago, the things in our region have been dramatically changed in a positive direction.

Ladies and Gentlemen,

It was about a time for us to gather in order to increase our efforts in resolving existing conflicts in the OSCE area in a peaceful manner, eradicating the threat or the use of force. Our confidence-building efforts must continue. We must communicate to establish mutual understanding and undertake joint actions. The fuel for this process will certainly be the political will. We are here to stress that there is political will. I fully subscribe to the point of view that the OSCE should focus on the big picture. I believe that the Document that is to be adopted here in Astana will bring us closer to our common goal - a new era of cooperation between our societies and establishment of a shared Euro-Atlantic and Eurasian Security Community. We are convinced that no single state, on its own, can meet today’s challenges.

Respected colleagues,

Availing myself of this opportunity, I wish success to the incoming chairing country, Lithuania. Let me conclude by congratulating President Nazarbayev on the successful Chairmanship.

Thank you.

Address at the NATO Summit in Lisbon
Saturday, 20 November 2010 16:28

Address by the President of the Republic of Macedonia,
H.E. Dr. Gjorge Ivanov, at the NATO Summit in Lisbon,
19-20 November 2010

Distinguished Excellencies,
Secretary General,
Ladies and Gentlemen,

Availing myself of this opportunity, I would like to share, with all previous interlocutors, my condolences for the ISAF soldiers who gave their lives for the security, peace and stability in Afghanistan. They made the ultimate sacrifice so that future generations can live in a world free from terrorist threats.

It is just couple of days since I have returned from Kabul, from my visit to the Macedonian contingent. I used the visit to also meet with the ISAF Commander. I am proud of the engagement of the Macedonian troops, for which they receive compliments from all relevant factors. I am proud that they are well accepted by the local population as well. The Republic of Macedonia became involved, with dedication, in the ISAF mission in Afghanistan. Since August 2002 until today, our contribution is 17 rotations involving 1513 Macedonian peacekeepers. A contribution, which today is one of the largest per capita contributions. We are proud that it is as large as some of major contributing member countries.

Ladies and Gentlemen,

Macedonian contribution is not only a numerical value but also a real value. In defending freedom, our peace-keeping troops are deployed at the most responsible positions and are regularly involved in some of the most complex actions.

Therefore, I would like to state clearly that we remain present in Afghanistan as long as it takes, until the fulfillment of the set goal – to assist the Afghan people in building democratic society based on respect of human rights and the rule of law. We are committed to this since we believe in NATO’s partnership with the Afghan government in building prosperous country, free from terrorism. Yet another proof of this is the result from the military-civilian cooperation. Thus, we fully support the military strategy on dealing with armed groups and application of the comprehensive ISAF approach. We strongly appreciate the commitment of the Afghan government to assume responsibility for its own security by 2014. Therefore, Macedonia’s efforts are increasingly focused on improving the national capacities of the Afghan security forces.

Dear friends,

We believe that the New Strategic Concept shall enhance the Alliance and prepare it for the 21st century challenges.

We in the Republic of Macedonia share the same values, interests and priorities with NATO. We share the obligations, duties and responsibilities with NATO. We see our future in the Alliance.

However, there is something missing in this picture and in this partnership.

Because of an irrational bilateral dispute, the Republic of Macedonia is still waiting at the doorstep of the Alliance, despite the recognized readiness for membership and the significant contribution to the missions of the Alliance.

On many occasions we have demonstrated our willingness to settle this bilateral dispute. I believe that we can find a solution. I can confirm that, unlike before, there is a positive ambience concerning this issue. We strongly believe that through dialogue, enhanced confidence and better understanding we will find a mutually acceptable solution. We stand ready for this.

I am convinced that the day when this single obstacle is to be removed is not far, so that my fellow citizens could share the benefits of our membership in this family, as we already share the obligations.

October 23, the Day of the Macedonian Revolutionary Struggle
Saturday, 23 October 2010 00:00

Address by the President of the Republic of Macedonia,
H.E. Dr. Gjorge Ivanov, on the occasion of October 23,
the Day of the Macedonian Revolutionary Struggle

Skopje, October 23, 2010

Respected attendees,
Distinguished Excellencies,
Ladies and Gentlemen,

On this day, 117 years ago, in Thessaloniki, there were six, men, among the people known as teachers, doctors, or simply clever men. They, on this day, according to the calendar of that time, planted a tree which grew over the years and had many branches. Sometimes, some of the branches of that tree became dried, some of the branches were grafted by the neighbors, and other branches were severely cut. That tree, however, resisted many disasters, droughts, cold weather and ice. It was exposed to winds and grew at crossroads. Each ill-intentioned passenger left a mark or a scar on the tree. But it was strong, it persisted throughout the times, its tenacity came from its root.

Most probably, the librarian Ivan Hadzi Nikolov would have used these words to describe this event, and Dr. Hristo Tatarcev would have made the diagnosis, while Dame Gruev, Petar Pop Arsov, Anton Dimitrov and Hristo Batandzhiev would have narrated the lessons. Yes, on this day these six men have established the first All Macedonian Organization, the Organization that over the years changed its name, but in all of its names two adjectives remained: "Macedonian" and "revolutionary". Therefore, on this day, now a national holiday, we celebrate and worship the work of these six Prometheuses. We celebrate the Day of the Macedonian Revolutionary Struggle.
Guided by the deep love for Macedonia and the Macedonian people, they were aware of the vigor of the Macedonian liberation struggle, a struggle intertwined with numerous challenges and foreign propaganda. Strongly convinced that freedom can only be won by our own capacities, Ivan Hadzi Nikolov, said:
"The organization should be autonomous and independent, it should not be related and have engagements with the governments of the neighboring countries, so that they would not affect it and blame it to be the tool of any of those governments and thereby cause counteraction by other neighboring governments."

Their torch was accepted by dozens, hundreds, thousands of followers. Many of them were students of the famous teachers. One of the noblest is certainly Goce Delchev. The light that among the people was symbolized by St. Ilija, these followers have united Ilinden 1903 to shine up to this day.
The organized beginning of the Macedonian Revolutionary Struggle was an expression of the bravest and most educated people of that time, people with clear thought and pure heart. Heroes who wanted to connect and secure the future for all Macedonians, regardless of their religious or ethnic affiliation in a common struggle for statehood. Their mission was to unite the efforts of all freedom-loving Macedonians, Vlachs, Albanians, Turks, ready to stand under the Macedonia’s flag for liberation from slavery.

The organization, since the early days, has stood for brotherhood of all people in Macedonia. The first article of the rules read: "Anyone who lives in the European part of Turkey, regardless of the gender, nationality or personal beliefs, can become a member of the organization”. This idea is found in all documents of the Macedonian Revolutionary Struggle, in Krusevo Manifesto and all other Manifestos. Therefore, this idea persists and is nurtured by our generation in Macedonia, too.

After the Ilinden Uprising, the organization is increasingly becoming the initial program, a program on the Macedonian national freedom, independence and equality with other European nations and all free nations in the world.
Exactly one hundred years ago, in 1910, the All Macedonian organization received its final name: the Internal Macedonian Revolutionary Organization or VMRO. But, it was the same year when the cleavage happened, cleavage that was one reason of paralyzing the Macedonian national and revolutionary movement and dissolution of Macedonia and the Macedonian people in the Balkan wars in 1912 and 1913. One part of the organization went to the "left", the other part to the "right". One went to "East", the other to the "West".
With the outbreak of the First World War, Macedonian intellectuals abroad raised their voice. Krste Misirkov on August 6, 1915 in his speech addressed to the All Slavic Assembly required "Unification of the entire Macedonia in one state." The Macedonian colony in St. Petersburg in the "Macedonian Voice" in October 1915 published the appeal of the Macedonian patriots to the national Representatives of Bulgaria, Serbia and Greece. The appeal reads "Macedonia should be sovereign, entire and independent."

Macedonian emigration in Switzerland, organized in numerous political emigrant political associations, sent various appeals and memoranda to the Conference of the Second International, to the International Conference of the League of Nations, to all the major forces and signatories of the Versailles peace. They required attention to be paid to the Macedonian issue and to establish the status of free Macedonia at political and ecclesiastical level.
Remarkable is the appeal of the "Geneva Association for independent Macedonia”, headed by Dr. Kocarev. The appeal urged that "all Macedonians, regardless of religion and nationality, should forget past hatreds and personal disputes and create a solid core of unity and independence of Macedonia, which does not belong to the Bulgarians nor Serbs, nor the Greeks, but only to the Macedonians."
All Macedonian associations in Switzerland, after 1918, were united and established the "General Council of the Macedonian Associations in Geneva. In their appeal from June 1919 it is stated: "We, the Macedonians, require the undeniable right (it refers to the ideas of President Wilson for the rights of peoples to self-determination) to be respected when Macedonia is concerned. The Macedonian people have the necessary and requisite skills for self-government, because it is not the amorphous mass or unconscious community ... Free and independent Macedonia, thanks to its excellent geographical position, will serve as a unifying link between the Balkan states, it will allow them to meet without weapons and will contribute to achieving the Balkan confederation.”

In 1924 an agreement for the establishment of VMRO (United) for all parts of Macedonia was reached. A Declaration and Manifesto were issued. In this program document, the Manifesto of VMRO, with a new political agenda for unity in action of the Macedonian revolutionary forces, known as "May Manifesto”, among other things was stated:" VMRO in the capacity of a real revolutionary force is fighting for liberation and unification of all parts of Macedonia in a completely autonomous (independent) political unit in its natural ethnographic and geographic boundaries. It was considered that the political existence of Macedonia can be guaranteed only by the alliance of the independently determined Balkan nations in the form of a Balkan Federation, which can only paralyze the annexation aspirations of the existing Balkan states, to ensure proper resolution of all national disputes, to guarantee the cultural development of all ethnographic minorities.”
The Manifesto states that it is possible: "the struggle for liberation of Macedonia and the formation of the Balkan Federation will count primarily on the United Revolutionary Forces of the entire Macedonian population, regardless of religion and ethnicity and when this fight will be initiated in close cooperation with other Balkan nations ... "
Because of these views expressed publicly, shortly after the publication, one of the authors of the “May Manifesto" and VMRO restaurateur, Todor Aleksandrov was killed.
Due to the different historical circumstances, the basic program ideas of VMRO were accepted by the labor movement, the liberal and people’s organizations of Macedonians, the Macedonian literary and cultural organizations and included them in their historical initiatives. Simply, they all completed the range of the Macedonian national movement.
In 1936, a greater group of Macedonians, most of them students, in Zagreb drafted the declaration which was signed by a number of Macedonian students from abroad. This Declaration was actually a national-political document that remained faithful to the Macedonian revolutionary struggle. Some of these students, intellectuals and prominent Macedonians, in August 1936 in Ohrid organized the MANAPO congress.
The Congress takes a democratic, anti-fascist and Macedonian-patriotic orientation. MANAPO managed to wide-spread its activity, contributing to the activation of the broader social strata over the idea of national emancipation of the Macedonians. Fierce pressure was imposed on the organization by the government of that time and in 1938 it ceased to exist. Many of its followers later joined the national liberation struggle and the Communist Party of Macedonia.
Therefore consistent interpreter and realizator of the ideas and program of the authentic Macedonian Revolutionary Organization was the partisan movement during the Second World War. This was most directly expressed in the paper of the national hero Kuzman Josifovski – Pitu at the Prespa consultation, held on August 2, 1943. In this paper, devoted to the 40th anniversary of the Ilinden Uprising, he says:
... "Today, when the Macedonian nation is faced with a decisive battle for its national freedom, the memory of Ilinden should more than ever be the light in the eyes of all Macedonian people, in the face of all honest and freedom-loving Macedonians, all those who love their country ..."
Metodija Andonov - Cento fought for the Ilinden ideals to become our reality. He severely fought for them during the ASNOM preparations, especially at the meeting of the Macedonian delegation in Vis. Accordingly, he was elected the first President of the ASNOM Presidium, among the people known as the first President of Macedonia.
The living witness of the two Ilindens, Panko Brasnarov, opening the first session of ASNOM, said: "the life-giving well of freedom is not withered. Macedonia was divided, the oppressions have changed, however, the struggle of the Macedonian people has not ceased yet.”

Cento, as an elected Member of the Assembly of PRM and as Member of the Parliament of Yugoslavia, submitted an amendment to the draft Constitution of FPRY. He remained faithful to the continuity of the Macedonian revolutionary struggle and it was his merit that a provision was introduced on the right of individuals to self-determination, including the right of secession. That provision is present in all subsequent constitutions of the former country.
Using exactly this provision, our Assembly, on January 25, 1991 adopted the Declaration of Sovereignty of the Republic of Macedonia, seceding from the previous federation
Brasnarov was really a witness but, like many other ASNOM participants, he became the victim of Ilinden ideals in the new state. Cento, desiring that the ASNOM decisions become the new Macedonian reality, ended up in prison for a decade. For a certain period, his name and his merits were removed from the textbooks, form the books, from the history. It was also forbidden to mention his name.

Ladies and gentlemen,

On this solemn day I would like to inform you that as President of the Republic of Macedonia I have made a decision, a decision to award the “Order of the Republic of Macedonia'' to Metodija Andonov Cento posthumously, for his outstanding contribution for the achievement of the centuries-old aspiration of the Macedonian people for freedom and preservation of its identity and establishment of independent, sovereign and democratic state, as Macedonian activist, fighter, statesman and as the first President of the ASNOM Presidium.
With this act, finally, we paid publicly the deserved recognition to him for his work. This great son of Macedonia has dedicated his entire life to the fight for the rights of the Macedonian people, with whom he fought and suffered together, and as such was persecuted and imprisoned.
Cento was the honest patriot and honest man chosen to lead the people to the dawn of a free and independent Macedonia.
Bowing before his great work, we honor him today. I believe that our gratitude can best be expressed if we cherish the legacy Cento left – together and jointly we should protect Macedonia and leave Macedonia to our children.

Respected attendees,

No single state celebration is a celebration of only one political party, of only one religion or ethnic community. The 8th of September 1991, Day of the Independence of the Republic of Macedonia, is linked with the 2nd of August 1944; ASNOM would have been impossible without 11th of October 1941. The day of the Macedonian rebellion is inseparable from Ilinden 1903. Ilinden 1903 would have been impossible without 23rd of October 1893, a day on which we celebrate the Macedonian Revolutionary Struggle.
All these celebrations symbolize the continuity of the Macedonian strive for freedom. Each of these holydays is dedicated to one of the steps our ancestors climbed in order to achieve the centuries old ideal. Ideal sublimated by Jane Sandanski who stated: “...to live means to fight – the enslaved for freedom, and the free for perfection.“ Today, we and our children live that freedom.
Therefore, I want to underline that whoever divides the celebrations as ours and theirs, also divides the people as ours and theirs. They mean no good for Macedonia. We all belong to one another. The people is one and united, people consisted of all citizens of the Republic of Macedonia, regardless of religion, ethnicity or political affiliation. Macedonians, Albanians, Serbs, Roma, Vlachs, Bosnak. Christians, Muslims, Jewish, atheists. And, just as the people are one and united, so is the freedom, one, united and unseparable for all of us. If freedom is uniform, can its celebration be divided, partitioned?

Therefore, this bright celebration uniting the generations that fought for and won our freedom and the freedom of our children, must not be dimmed. Therefore, the celebrations should not be divided into ours and theirs, since it contradicts the very idea for which we celebrate them today. The celebrations unite because they are common and belong to all of us. Celebrations that remind us of the vows by our fighters for free, independent, sovereign, democratic and European Macedonia.

Dear all,

We are fulfilling the vow. With dignity, since 1991, the Republic of Macedonia, continues the ideals of the followers of the revolutionary struggle. Of the famous Krusevo Republic, of ASNOM. The Republic of Macedonia is a democratic and legal state based on the respect of human rights and liberties. A state whose greatness lies in its openness. Openness towards all those who live in her, but also towards the neighbors and the region.
This Macedonian openness, as I have stated many times before, naturally adds on to the noble idea of the European Union, idea for United Europe. Our openness is part of the vision for an European peace, which understands Europe as an united and open space, space in which there is tolerance and celebration of diversities. Where everyone’s rights and identity are protected. Space in which the relations among nations are based on cooperation, openness, democracy and the respect of human rights, and the respect of human dignity.
Macedonia and the Balkans today live with this idea for an united Europe. Therefore, Macedonia and the Balkans are dedicated to the efforts for bridging over, reconciling and integrating

Ladies and Gentlemen,

Again and again, I call on for the daily political divisions to stop. Only united can we endure on our road. Road that leads us to the goal that unites the citizens of the Republic of Macedonia, regardless of their religious, ethnic or political affiliation. Only together we can fulfill our historical mission. Prosperous, happy, filled with togetherness, rich and European Macedonia.

Descendants and followers of the six heroes, of Delcev, Gruev, Karev, Guli, descendants of the famous Brasnarov, Cuckov, Agoli, Cento, of all known and unknown heroes, ,

Long Live the Republic of Macedonia!

Metodija Andonov Cento posthumously awarded with the "Order of the Republic of Macedonia''
Friday, 22 October 2010 00:00

Address by the President of the Republic of Macedonia, Dr. Gjorge Ivanov, on the occasion of the posthumous awarding of the “Order of the Republic of Macedonia'' to Metodija Andonov Cento for his outstanding contribution for the achievement of the centuries-old aspiration of the Macedonian people for freedom and preservation of its identity and establishment of independent, sovereign and democratic state, as Macedonian activist, fighter, statesman and as the first President of the ASNOM Presidium.

Dear family members,
Ladies and Gentlemen,

A day before the day of the Macedonian Revolutionary Struggle, we have an opportunity to correct one great historical injustice. Today, the highest state award - the Order of the Republic of Macedonia is awarded posthumously to Metodija Andonov - Cento. The great fighter for Macedonia, who, at the first ASNOM session, was elected as President of the Presidium, the supreme legislative and executive representative body and the highest body of the state authority of the Democratic Macedonia. He was elected to the same function at the second ASNOM session. At the third ASNOM session, he was elected as President of the National Assembly of the Federal Democratic Macedonia, i.e. People's Republic of Macedonia. Notwithstanding, among the people, he is known as the first President of Macedonia.

Ladies and Gentlemen,

Born on the eve of the glorious Ilinden Uprising in 1902 in Prilep, Metodija Andonov - Cento has grown up with the libertarian spirit of that time, the spirit that illuminated his path in the fight for the national rights of the Macedonian people - the right to identity and self-determination. For his struggle, he was arrested and convicted several times by all authorities on the territory of present-day Republic of Macedonia.
He was politically and economically active in the Kingdom of Yugoslavia, defending the Macedonian national cause, advocating for greater freedom of the Macedonians, opening Macedonian language schools.
Cento was one of the organizers of Ilinden demonstrations in Prilep in 1940. For this activity he was imprisoned in Ada Ciganlija and Velika Kikinda prison. After his imprisonment, he committed himself to introducing the Macedonian language as native language in schools and he was arrested again as Macedonian nationalist and separatist, imprisoned and interned in Bajina Basta, where he was sentenced to death. Just before the capital punishment was executed, at the very last moment, due to the new circumstances in former Yugoslavia, on April 15, 1941 he was released.
Since then we recall his words: "Neither you nor anyone else can prevent us nor our children, in our homes and here during the classes, to use our native Macedonian language, because we are Macedonians and our children are Macedonian children. We, the Macedonians, have our own language and our children have the right to speak in their native language everywhere."
In the period 1935-1940 he was appointed representative of Prilep traders in the Industrial-Commercial Chamber in Skopje, where, he openly opposed the government. The authorities in Belgrade were regularly informed on his statements, and considered his views as separatist and autonomist.

In 1941 and 1942, several times he was arrested and held in the prisons in Prilep and Bitola, by the Bulgarian authorities, because he called for fight against fascism. He publicly declared "there is only one possibility to earn freedom – fight - general armed uprising!”. In 1943 he was interned near the Bulgarian-Turkish border, and later in the camp Chuchuligovo, near Petrich.
After his internment, Cento met Kuzman Josifovski - Pitu, who came from the same town, who was the main driving force for the liberation of Macedonia. Pitu was very well familiar with the role and the activities of Cento and reassured him why it was necessary to join the Liberation War. Cento already in October 1943 was on the liberated territories in Debarca. He was appointed as member of the General Staff and later as President of the ASNOM Advisory Board.

Driven by the principles which, according to him, "basically are not different than the principles of the Ilinden Uprising and Krushevo Republic" he struggled that the Ilinden ideals should become our reality today. He severely fought for them in the ASNOM preparations. Then, Cento wrote: "The most important act of the first Macedonian National Assembly will be the historic proclamation of the national freedom of Macedonia in entirety. In other words, it will be joyous news of the centuries-old ideal of freedom."
In June 1944, with Mane Chuchkov and Kiril Petrushev, as Macedonian delegation, they visited Vis, and a meeting with Tito and convinced him that the Macedonian people have the right to enjoy all the rights that belong to other nations.

Ladies and Gentlemen,

Opening the first ASNOM session, Panko Brasnarov, a living witness of the two Ilindens said: "the life-giving well of freedom is not withered. Macedonia was divided, the oppressions have changed, however, the struggle of the Macedonian people has not ceased yet.”
The vision of Cento and Brasnarov was confirmed in ASNOM Manifesto of August 2, 1944, which reads: Macedonians, the first National Assembly today comes out of the relentless struggles and bloodsheds of the best Macedonian sons; it is a symbol of your freedom and demonstrates our sovereignty and proclaims to the entire world the full national freedom of the Macedonian nation in the FIRST FREE MACEDONIAN STATE. The century-long ideal of the Macedonian nation is being achieved…"
Loyal to the democratic republican traditions, as true national tribune, Metodija Andonov - Cento left us his legacy: "the centuries-old desire of the Macedonian people came true. We will do our best to preserve freedom and equality..."

Cento, as an elected Member of the Assembly of PRM and as Member of the Parliament of Yugoslavia, submitted an amendment to the Constitution of FPRY and it was his merit that a provision was introduced on the right of individuals to self-determination, including the right of secession. Using exactly this provision, our Assembly, on January 25, 1991 adopted the Declaration of Sovereignty of the Republic of Macedonia, seceding from the previous federation.
His sincere commitment to independent and democratic state brought him into conflict with those who had other plans for Macedonia. The communist leadership used all possible means against Cento. He was accused that he was against socialist Yugoslavia, that he was Macedonian nationalist and separatist, reactionary, representing the bourgeois democracy.
The aim was clear: his complete elimination prior the upcoming peace conference in Paris. Cento wanted to attend the Peace Conference and raise the issue of the right of the Macedonian people to self-determination.
The fierce pressure of the government of that time was the reason for him to withdraw from all functions. He returned in Prilep and was preparing to immigrate to the United States. Soon he was arrested and accused of acting against Yugoslavia, for the unification of Macedonia under the US protectorate.

Convicted by the Serbs, imprisoned by the Bulgarians, however, he stayed longest and his health became worsened, condemned by his fellow soldiers, in Macedonian prisons. For a certain period, his name and his merits were removed from the textbooks, form the books, from the history. It was also forbidden to mention his name. Therefore, Cento is a symbol of all victims of the communist regime whose only sin was his commitment for an independent, democratic and prosperous Macedonian state.

Therefore, we want to send a clear message with this event today: Macedonia will never allow show trials and totalitarianism. We will never allow the Macedonian sons to be forgotten. We will never allow others to decide of Macedonia’s fate.

Ladies and Gentlemen,

What Cento dreamt of, independent democratic Macedonian state, is finally achieved. Spiritual unification of the Macedonians as part of free Europe and free world is achieved.

However, our task is not finished yet. We must not forget the legacy that Cento left, especially now when Macedonia is faced with historic changes, when we all have to stand under the flag of independent Macedonia. Only united, we can guard the freedom, independence and democratic order. Only united we can protect Macedonia, and there should be no doubt that we will do this. We are obliged to this by Cento, by our glorious predecessors, by the generations to come.

Thank you.
