Почитувани присутни,
Дами и господа,

Дозволете ми да го искажам моето задоволство од можноста заедно со мојот драг пријател, Претседателот на Европската комисија, г-дин Баросо, да се обратам пред ваква еминентна публика.

Вашата посета на Македонија г-дине Баросо, за нас, за граѓаните на Република Македонија, претставува силен и јасен сигнал на поддршка на политиката за продолжување на проширувањето. Таа поддршка за нас претставува дополнителен импулс за продолжување на реформските процеси кои ќе не доближат до крајната цел – полноправно членство во ЕУ.

На самиот почеток сакам да споделам со вас еден мој личен впечаток. Средбите со Претседателот Баросо за мене се секогаш своевиден предизвик, но уште поважно, тие без исклучок, се искрени, корисни и конструктивни.

И тоа не е случајно. Со Претседателот на Европската комисија зборуваме на еден заеднички, европски, јазик, споделуваме еден заеднички, европски, интерес, зборуваме за обединување на континентот кое нема да биде комплетно без Република Македонија и сите земји од Западниот Балкан. Република Македонија одамна го зацрта својот пат. Македонија ниту гледа, ниту бара алтернативи на патот кој не води во големото европско семејство. Едно треба на сите да им биде јасно. Во личноста на Претседателот Баросо и во самата Европска Комисија, јас и граѓаните на Република Македонија гледаме искрен пријател, поддржувач и партнер.

Пријателството и поддршката од Европската комисија е континуирана, јасна и силна. Република Македонија две години последователно добива позитивна препорака за одредување на датум за почеток на пристапните преговори со Европската унија. Република Македонија и Европската Унија направија крупен партнерски исчекор со визната либерализација.

Всушност, севкупното партнерство со Европската комисија е евидентно. Република Македонија и Европската комисија, како што впрочем кажува и насловот на овој настан, се партнери во реформските процеси во Република Македонија. Тоа е суштинско, а не декларативно.

Дами и господа,

Со идејата за приклучување кон европското семејство го движиме општеството во позитивен правец. Таа нè поттикнува и нè фокусира на реформите. Ја поттикнува нашата креативност да ги решаваме заеднички новите предизвици.

Штом имаме такви задачи, ние ја фокусираме целата наша енергија во нивно исполнување. Замислете само каква реформска динамика и самодоверба ќе има македонското општество откако ќе ги започне пристапните преговори.

Еден факт е неспорен. Тоа е дека Европската комисија, исто како и Европскиот парламент, во своето делување го негуваат лидерството и визијата кои ни се заедничко наследство од големите татковци и градители на Европското обединување - Аденауер, Шуман, Жан Моне, Де Гаспери, Спаак, и други.

Ние имаме разбирање за проблемите со кои се соочуваат некои од претстолнините (справување со последиците од големата економска криза, состојбите во Медитеранот и Северна Африка, итн.), но исто така бараме разбирање и за нашите потреби. Во овој меѓупростор лидерството на Европската комисија и нејзиниот прв човек се особено значајни за нас, но мораме и да бидеме самокритични и искрени, и да кажеме дека често си создаваме непотребни и вештачки проблеми отежнувајќи ја мисијата на оние кои ни помагаат.

Ние сме природен дел од европското семејство. Но, оваа припадност кон заедничките вредности, стандарди и придобивки треба уште повеќе да ја покажуваме со дела. Така ќе си покажеме себе си, но и на Брисел и на европските престолнини, дека сме подготвени за целосна акцесија. Покажувајќи ја нашата подготвеност, ја истакнуваме взаемната одговорност во поглед на проширувањето.

Почитувани присутни,

Според моите видувања Извештаите на Европската комисија претставуваат реална опсервација на постигнувањата на нашата земја, но и реална опсервација на тешкотиите, дефицитите и проблемите со кои сме соочени. Сосема е јасно дека нив ги има. Но, постои и евидентен и неоспорлив прогрес во многу сфери. Моја, и верувам објективна оценка, е дека Република Македонија никогаш не била поподготвена од денес во поглед на спроведувањето на реформите и исполнувањето на критериумите.

Република Македонија објективно денес е барем на ист степен на исполнетост на критериумите како и други земји, денешни членки, кога биле во оваа фаза од процесот на интеграција.

Добивањето на датум за преговори за членство за нас е клучен мотивационен фактор. За нас нема алтернативи на започнувањето на преговорите за членство. Во таа насока сакам искрено да ја поздравам иницијативата на нашиот почитуван гостин на највисоко ниво да се воведе редовен дијалог за пристапувањето кон Европската Унија.

Ценети гости,

Сметам дека фокусот на сите чинители на политичката и општествената сцена во Република Македонија треба да биде ставен во насока на надминување на посочените тешкотии и дефицити. Како Претседател се спротивставувам на неаргументирана критика на реформските движења кај нас, без разлика од каде доаѓа. Нам ни треба внатрешна самокритичност и реална анализа. Нам ни е потребна суштинска, конструктивна критика, со предлози за надминување на некои состојби, а не само критика како критика, не само обична девалвација на овој или оној.

Впрочем, 90 процентната подршка од граѓаните, апсолутниот политички, етнички, социјален и општествен консензус за овој приоритет треба да се демонстрира со дела, да биде артикулиран од политичките партии.

Овој суштински консензус не треба да се користи само реторички. Чин на врвен патриотизам денес е да се излезе во пресрет на очекувањата на граѓаните. А нивните очекувања се јасни: тие сакаат подобар животен стандард, мир и стабилност, просперитет, сакаат интеграција во Европската унија и во НАТО.

Претседателе Баросо,

Кога веќе спомнав како изгледаат нашите средби, дозволете да дополнам дека посебно ја ценам вашата целосна искреност во разговорите. Ќе ми дозволите и јас да бидам целосно искрен. Она на што како Претседател на Република Македонија сакам да реагирам и да инсистирам, за што впрочем и писмено ве известив, е почитување на употребата на името на нашиот јазик, и на придавката “македонски”, во извештаите на Европската комисија. Како и сите мои сограѓани, јас бев длабоко вознемирен од именувањата на македонскиот јазик во извештајот, не како македонски, туку како „државен јазик“, „официјален јазик“ и „локален јазик“. Од друга страна, именувањата на другите јазици коишто се зборуваат и се признати во Република Македонија (на пример, албанскиот или ромскиот јазик) се правилно наведени во извештајот со нивните точни имиња.

Ова е петта последователна година во која Европската комисија внимателно го избегнува користењето на терминот „македонски“ при описите во извештајот (освен при наведувањето на имињата на некои институции, органи и др.). Ова не е пракса во извештаите за напредок на другите земји. Во годишниот Извештај за напредокот на Албанија, придавката „македонски“ се употребува за точно да се опише македонското малцинство. Дали не е занемарување на реалноста Македонците да бидат признати во нашето соседство или каде и да живее нашата дијаспора во светот, додека истите Македонци не се регистрираат во Република Македонија?

Сигурен сум дека како Претседател на Европската комисија и како личност која е силно посветена на принципите за почитување на европскиот културен и јазичен диверзитет, не е потребно да бидете убедуван дека јазикот на кој јас ви се обраќам сега е македонски. Затоа апелирам до Вас како личност која знам дека е длабоко посветена на почитувањето на идентитетот, културата и јазикот, да го преземете водството за надминување на овој фундаментално неправеден пристап кон Република Македонија и нејзините граѓани.

Граѓаните на Република Македонија бараат од Европската комисија доследно да се придржува до праксата на Обединетите нации каде нашиот јазик е правилно нотиран како македонски. Но, во оваа смисла да истакнам дека сме соочени и со истоветни проблеми со употребата на македонските брендови и кодови во Европската Унија кои го отежнуваат нашиот извоз и размена на Европскиот пазар. Ние и од тоа трпиме директни економски штети.


Г-дине Баросо,

Вашата посета коинцидира со еден исклучително значаен јубилеј за Република Македонија на патот кон евро-интеграциите - 10 години од потпишувањето на Спогодбата за стабилизација и асоцијација со ЕУ. Значењето на овој јубилеј е дотолку поголемо бидејќи се случува во годината кога празнуваме две децении од историската одлука на македонските граѓани за создавање на независна, суверена, демократска и европска Македонија, и 10 годишнината од Рамковниот договор. Иако ова е година која означува и други јубилеи, дозволете ми накратко да се задржам на споменатите три.

Од денешен аспект, Спогодбата за стабилизација и асоцијација е историски суштинска за нашиот развој. Република Македонија докрај се придржуваше до своите обврски кои произлегоа од Спогодбата, и ги насочи сите свои внатрешни сили и потенцијали кон усогласување со стожерните критериуми од Копенхаген, со законодавството и стандардите на Европската унија со која остваруваше постојан политички дијалог. Тоа во голема мера придонесе во изминатите десет години видливо, и на задоволство на нашите граѓани, да се видоизмени нашиот внатрешен поредок, да се забрза економскиот раст и нашата општествена сфера да се збогати со нови вредности.

На Европската унија и на Европската комисија, и должиме благодарност за партнерството, помошта и поддршката во внатрешните преобразби на нашата земја и нејзината европска иднина. Резултатот на тоа беше и стекнувањето со кандидатскиот статус во 2005 год.

Почитувани,

Годинава славиме и 20 години од прогласувањето независност. Овој јубилеј е добра прилика да повлечеме црта и да видиме што сме постигнале и каде сме. Моја оценка е дека во овој период од 20 години (долг во животот на еден човек, но не толку долг во животот на една држава) Република Македонија има постигнато исклучителен прогрес.

И покрај сите пречки на патот кон меѓународната афирмација и признавање, и покрај разните обиди за негација, Република Македонија денес е држава почитувана во меѓународната заедница.

Република Македонија изгради уникатен модел на соживот.
Република Македонија ги исполни сите критериуми за членство во НАТО и е подготвена да ги почне пристапните преговори со ЕУ. Тоа за мене е доволна потврда за напредокот на земјата. Прогресот е постигнат благодарение на моите сограѓани. Најголемиот товар на сите сложени реформи падна на нивниот грб. Сите досегашни политички водства имаат свој придонес во ова. 

Јасно ќе кажам дека ќе ја поддржувам секоја Влада која сите сили и потенцијали ќе ги стави во забрзување на економскиот развој, во креирање на поволен деловен амбиент, во ревитализирање на индустријата и која највисоко во својата агенда ќе го има земјоделството. Која ќе поттикнува креативност и иновации, како и сè она што ќе го подобри квалитетот на живот на граѓаните. Која макотрпно ќе работи на обезбедување на енергетска стабилност на земјата.

Како држава, ние имаме значајни иницијативи за транспортните и комуникациските коридори во регионот и за заштитата на животната средина. Овие наши иницијативи очекуваме да добијат соодветно место во стратегијата и политиките на Европската Комисија.

Република Македонија продложува да биде активен придвижувач и учесник во сите постојни регионални иницијативи. На 12 Јули, токму овде, во Охрид, со моите колеги од соседството, ние ќе направиме уште еден исчекор во регионалната соработка. Така што, очекувајте господине Баросо и нови проекти од нашиот регион за кој ќе ја побараме поддршката од Европската Унија и Европската Комисија.

Внатре во земјата, очекувам поголемо охрабрување на сите сегменти во општеството, очекувам поголема мобилност на идеи. Очекувам цивилниот сектор и медиумскиот сектор, како исклучително значајни за демократијата значително да го динамизираат овој процес.

Со спроведувањето на Рамковниот договор, кој е преточен во Уставот и со на должното почитување на духот на договорот, Република Македонија успеа да изгради модел на мултиетнички соживот, инклузивен модел на демократија, модел на интеграција без асимилација, кој служи за пример не само во регионот, туку и пошироко. Овој модел постојано го надградуваме.

Впрочем, Рамковниот договор претставува само легитимација на вековната традиција на соживот, на мултикултурализам, на толеранцијата и разбирањето кои биле, се и ќе бидат наше секојдневие. Во Македонија правилно се разбираат световите на различностите.

Почитувани присутни,

Приоритетите на Република Македонија и за следниот период остануваат исти: продолжување на реформските процеси, изнаоѓање на заемно прифатливо решение за наметнатиот проблем со името, а со тоа и деблокада на интеграциските процеси во НАТО и ЕУ.
Градење на односи на добрососедство и интензивна регионална соработка. Градење на конструктивни односи со сите членки на меѓународната заедница.

Во земјава се вложуваат сериозни напори за спроведување на нашата евро-агенда, без разлика на повремените или моменталните застои кои произлегуваат од внатрешно-политичката и економско-развојната динамика.

Моите очекувања за оваа година беа продолжување на реформите во судството, јавната администрација, и сите други области посочени во извештајот на Европската комисија. Во овие области покренавме сериозни иницијативи. Силно ја чувствуваме потребата од ослободување на економијата, на бизнисот, од стегите на гломазната административна машинерија. Тоа не поттикна, во тесна соработка со Европската Унија, да покренеме реформи кои ќе ја намалат можноста за коруптивно делување и одолговлекување на постапките. Во судството, кое долго време беше синоним за неефикасност, работиме на реформи кои продуцираат поголема професионалност и решавање на процесите во разумен рок. Тоа е и основен предуслов за да кажеме дека имаме држава во која навистина владее правото. Но, за жал, политичките контрасти добија такви размери, што излез навистина беа предвремените избори. Исто така сум уверен дека овие процеси ќе добијат и во динамика и во квалитет по завршувањето на претстојните парламентарни избори кај нас, и дека веќе оваа есен ќе можеме да утврдиме и нови постигнувања во нашата подготвеност за почеток на преговорите.

Самите избори, се уште еден тест на нашата демократска зрелост. Ова е уште една прилика да апелирам сите учесници во изборниот процес да се однесуваат согласно степенот на демократски развој на земјата и нејзините постигнувања во интеграциските процеси. Сите политички фактори да ги имат пред сè предвид државните и интересите на граѓаните. Одржувањето на фер и демократски избори е неопходност и потреба.

Г-дине Баросо,

Знаете дека преговорите за разликата околу името се тема која доминира при нашите средби. Нам ни се многу јасни пораките кои ги добиваме од највисоките претставници на Европската унија, дека за почеток на преговорите е неопходно решение на наметнатиот спор од страна на Грција. Република Македонија, поради асиметричноста во позициите во спорот, во многу наврати покажа јасна конструктивност (промена на знаме, устав, прифатени предлози од медијаторот) и во моментов покажува јасна подготвеност за заемно прифатливо решение преку идеи и иницијативи како до тоа да се дојде.

Но, како да произлегува дека таквата конструктивност на некој начин се казнува или игнорира. Ние сме целосно зависни од волјата на една земја членка, дали сака да го деблокира процесот и дали сака воопшто решение на спорот, и тука Унијата и останатите земји членки како да се немоќни. А Грција, за разлика од нас, не чувствува никакви последици од своето однесување.

Верувајте, не по наша вина се најдовме во овој спор, и не по наша вина денес не можеме да излеземе од него. Јасно е дека Грција не ги почитува меѓународно преземените обврски од Времената спогодба и за тоа не понесува никаква одговорност.

Во Словенечко – Хрватскиот случај бевме сведоци на еден силен ангажман на Европската унија и земјите членки, што резултираше со исклучително позитивен пример на продолжување на интегративниот процес, паралелно со процесот на надминување на еден билатерален спор. Ова како модел за нас би било мошне прифатливо. Со евентуалното деблокирање на процесот во оваа фаза, односно одредување на датум и почеток на пристапните преговори, нашиот јужен сосед би направил голем и позитивен исчекор во насока на креирање на попозитивен амбиент и зголемена доверба, кои се многу значајни за изнаоѓање на заемно прифатливо решение.

Граѓаните на Република Македонија навистина имаат потреба за згoлемена доверба. Верувам дека можеме заеднички да дојдеме до взаемно прифатливо решение. Можам да ви потврдам дека постои позитивна клима во однос на ова прашање.

Уверувајќи ве во ова, сакам да ви се заблагодарам за вниманието и да Ви го предадам подиумот Вам г-дине Баросо.

Одликуван Државниот архив на Република Македонија со ,,Орден за заслуги за Македонија’’

По повод 60 годишнината од постоењето на Државниот архив на Република Македонија и во рамките на активностите за одбележување на 20 годишнината од Македонската независност, Претседателот на Република Македонија д-р Ѓорге Иванов денеска го одликуваше Државниот архив на Република Македонија со ,,Орден за заслуги за Македонија’’. Одликувањето на Државниот архив на Република Македонија се доделува за исклучителните резултати во долгогодишното вршење на својата дејност за зачувување и заштита на архивската граѓа, а со тоа и документирање на минатото како сведоштво за историјата на Република Македонија и нејзина афирмација во светот.

Обраќање на Претседателот на Република Македонија д-р Ѓорге Иванов на церемонијата на доделување на ,,Орден за заслуги за Македонија’’ на Државниот архив на Република Македонија.

Почитувани присутни,
Дами и господа,

Ми претставува особена чест и гордост денес да го доделам Орденот за заслуги за Македонија на Државниот архив на Република Македонија.

Со доделувањето на овој орден се оддава признание на шест децениската работа на една од нашите најзначајни институции која е фундаментален носител на македонската државност.  Во просториите на државниот архив се собрани најважните документи од нашата историја, се она што е писмен доказ за нашето постоење, од средниот век, османлискиот период, преродбата, национално-ослободителното движење, дваесеттиот век и  балканските и светските војни, Народно Ослободителната Војна и ослободувањето, изградбата на Македонија како рамноправна членка на југословенската федерација, се до дваесетгодишниот период на градење на самостојна и независна Република Македонија.


Државниот архив во своите депоа го чува нашето минато и ја регистрира сегашноста, отворајќи патоказ  за иднината.

А иднината на работата на државниот архив е секако во дигитализација на архивското наследство со кое располага и која започна пред неколку години со дигитализација на архивскиот материјал од прва категорија. Токму со својот постојан развој, модерна организираност, следењето на светските текови и блиската соработка со истородните институции од странство, државниот архив ги задоволува современите општествени потреби, одговарајќи на барањата на другите институции и на граѓаните на Република Македонија.

Почитувани,

Дозволете при чинот на доделувањето на Орденот на заслуги за Македонија на Државниот архив да им оддадеме признание на сите оние кои беа дел од активностите на оваа институција во изминатите 60 години, како раководители, архивисти, соработници и други вработени. Благодарение на  нивната максимална ангажираност, одговорност и посветеност  Државниот архив на Република Македонија се постави како еден од  најзначајните столбови на нашиот идентитет, самобитност и државност.
Зад секоја институција стојат поединци кои со својот труд, професионализам и мотивираност придонесуваат за нејзиниот успех и развој. Токму примерот со вработените во државниот архив е пример и за другите државни институции.


Најискрено посакувам Државниот архив  во годините што претстојат да продолжи со својата основна задача да ја прима, евидентира и заштитува архивската граѓа во своите депоа и да ги дава услугите на корисниците на истата, но и натаму ревносно да работи на истражување во странските архиви со што ќе се збогатуваат материјалите за историјата на Македонија.

Исто така, се надевам и дека ќе се продолжи со уште поголема динамика, најзначајните архивски материјали  да се претставуваат пред пошироката јавност преку организирањето на изложби и издавање на книги, зборници, монографски трудови...

Секако на крајот дозволете уште еднаш потврдувајќи ја значајната улога на  Државниот архив на Република Македонија како наш бесценет културен и историски трезор да му посакам натамошно успешно функционирање и постојан напредок и развој.

Address by President Ivanov at the Macedonia-Kosovo Business Forum

Address by the President of the Republic of Macedonia, Dr. Gjorge Ivanov, at the Macedonia-Kosovo Business Forum held within the official visit of the President of the Republic of Kosovo, Behgjet Pacolli to the Republic of Macedonia.

Your Excellency, Mr. Pacolli,
Distinguished Ministers,
Respected Businessmen,

It is a great honour for me to participate at this business forum. At the very beginning, I would like to thank and congratulate the organizers of this event, the businessmen from both countries, who confirm, with their participation, their desire to deepen the economic cooperation between our countries.

The Republic of Kosovo is very important commercial partner of the Republic of Macedonia. I sincerely hope the number of companies having established cooperation to be increased in the upcoming period. I am convinced that there are favourable conditions for this. First and foremost, the good political relations enable us, the leadership of both countries, to remove the barriers and to create conditions for undisturbed development of the cooperation. The economic cooperation between our two countries is realized within the CEFTA agreement. And, perhaps most importantly, I think that in the Republic of Macedonia there are excellent products that can be introduced at the markets in Kosovo, which are demanded by Kosovo consumers.


Ladies and Gentlemen,

For the positive trend of recognition between our economies and our businessmen speaks the work done thus far. The results achieved in 2010, compared to the results achieved in the same period in 2009, indicate an increase in the total exchange between the Republic of Macedonia and the Republic of Kosovo by 41%. If in 2009 the trade exchange was $ 324 million U.S. Dollars last year, in 2010, the exchange reached $ 459 million U.S. Dollars. However, we should not be satisfied with the achievements because we can always achieve more.

I believe that success always brings new success. Therefore, our common goal is to use the opportunities to enhance the cooperation in all fields. I welcome and support the idea that the best and most effective way to intensify the economic cooperation between our countries is to support the activities of the chambers of commerce and to establish direct ties between businessmen of the two countries. Therefore, I consider today's event an excellent opportunity to intensify the business contacts and continue with the implementation of the specific business projects.

Indeed, I expect the already signed agreement for economic cooperation to enable the companies of both countries to participate in capital investment projects, especially in agriculture, energy, infrastructure, tourism field. I expect you, as businessmen, to look for new forms of cooperation at a higher level, to appear jointly at third markets, for joint ventures. Be assured that you shall always enjoy our support.


Dear businessmen,

The Government of the Republic of Macedonia is constantly working to improve the business climate and working conditions both for domestic and foreign companies. Our goal is economic growth, private sector development, attracting investments and creating job opportunities.

The Republic of Macedonia has a longstanding macroeconomic stability with a low inflation rate, which in average is 2% in the last 10 years. We have balanced public finances with low budget deficit, stable exchange rate and low public debt, which amount to 32.5% of the gross domestic product. In the past three years series of reforms regarding the labour market were implemented and active measures for employment were introduced thus the unemployment rate declined by about 4%.

The total amount of foreign direct investments in the Republic of Macedonia in the period from 1998 to 2009 is about 3 billion Euros, which is a confirmation for the comprehensive reforms in order to improve the overall business climate. With the achieved results in the last three years, Macedonia has been included among the top reformers, according to the renowned “Doing Business” report of the World Bank for South - East Europe.


Based on the improved business climate and on the promotion activities of the Republic Macedonia as a business destination in the technological industrial development zone in Skopje, renowned foreign companies such as Johnson Kontols and Johnson Matthey have invested. Additional three technological industrial development zones in Stip, Tetovo and Skopje were opened. These zones offer a range of favourable conditions, attracting investors in the most advanced industries.

Ladies and Gentlemen,

The global economic and financial crisis has adversely affected the real sector and the investments in our two countries. Therefore, the Government of the Republic of Macedonia adopted four packages of anti-crisis measures in the interest of alleviating the negative consequences. These results, combined with the reduction of unemployment demonstrate that Macedonia managed to overcome the crisis with the least possible consequences. We have achieved the third best economic result in South-East Europe in the last three years, according to the gross domestic product, and we have prevented the negative consequences affecting the labour market.


Therefore, once again, I would like to stress that it is necessary to intensify the cooperation between our countries, both at intergovernmental level and at the level of chambers of commerce and companies. It is all in the interest of further deepening of mutual economic cooperation aimed at achieving the commitment for greater economic growth and development of our economies.

At the end, allow me to conclude that this business forum is a proof of the permanent support for the business sector by the governments of both countries. We remove the barriers and create conditions for undisturbed development of cooperation. I believe that this event will result in concrete deals in the interest of both countries, primarily in the interest of the businessmen from Macedonia and Kosovo.

Address by the President of the Republic of Macedonia, Dr. Gjorge Ivanov, in the Parliament of the Republic of Albania

Honorable President of the Parliament, Ms. Topalli,
Distinguished Members of the Parliament,
Esteemed Excellencies,
Ladies and Gentlemen,

Great is the honor and pleasure for me to address the highest legislative assembly of the Republic of Albania.

Since the day of my inauguration as President of the Republic of Macedonia, development and promotion of good neighborly relations with the Republic of Albania is a priority that is high on my agenda. And there is a good reason for this, since the importance of this priority is multi-dimensional. Not only promotion of good neighborly relations is a necessity, but it is the foundation for the other top priorities, the Euro-Atlantic integration, regional cooperation, and finally, stability and prosperity of the entire region.

One thing is clear, the attainment of these priorities is not a one-way process. It is also clear that the Republic of Albania shares these identical priorities. Therefore, I would like to express special pleasure and thanks to my friend and colleague, President Bamir Topi, to the Government and particularly to the Parliament of the Republic of Albania for the intensive cooperation in attaining our common priorities.


Ladies and Gentlemen,

There are many things that bind our two countries and peoples. It is the past, the present but, above all, the future. The priorities that we share, the vision for common future in the great European and Euro-Atlantic family, the Macedonian community in the Republic of Albania and the Albanian community in the Republic of Macedonia are the binding bridges, and even more, they are the incentive to cooperate.

My consideration is that we may be satisfied with the work done so far. I am pleased with the achieved level of development of the bilateral relations and the cooperation at regional and multilateral level. The relations between the Republic of Macedonia and the Republic of Albania are complementary to the new spirit of cooperation in South-East Europe. It is something that is very important for our region. I am glad that we have the Republic of Albania
as partner to cooperate with in an appropriate manner to this new spirit. If you allow me, I shall elaborate this further.


These two days I was given the opportunity to meet with the highest state officials and citizens of the Republic of Albania. Believe me, the Republic of Macedonia stands ready and is interested in continuing and intensifying the cooperation with the Republic of Albania at all levels and in all areas.
We were paving the path to NATO membership together, a path that the Republic of Albania accomplished successfully. Therefore, I would like you to know that we in the Republic of Macedonia rejoice your success, because we are convinced that it is a success of the entire region. Your success is our success. And this goes to all our neighbors. Without any exception. It is Republic of Macedonia’s intention to establish direct cooperation with all its neighbors, having in mind the challenges and opportunities of the new times.

EU-integrations come after NATO membership. Hence, today, an Agreement between the two Governments was signed on cooperation and support for the European Union integration. This Agreement obliges us to mutual assistance and support on the road towards this common goal.


Ladies and Gentlemen,

Both countries actively participate in all forms and initiatives for cooperation at regional level. With President Topi and with our friend and colleague, President Vujanovic, we provide our personal contribution to the regional cooperation, and thus to the regional stability. In July this year, I will be hosting the third Summit, facilitating the youngest country in Europe, our neighbor, the Republic of Kosovo, to become involved in the regional cooperation. Also in Ohrid we will make one step further, thus we will strengthen and precisely define the practical dimension of our cooperation.

Topics of highest importance in our bilateral agenda, such as strengthening of economic cooperation, infrastructure and energy connectivity, cross-border cooperation, cooperation in the area of organized crime, culture and cultural heritage, environment, tourism, disaster prevention and assistance etc. will be included in the agenda of this quadrilateral cooperation. I believe that only with joint projects we may achieve better results in all these areas.


Ladies and Gentlemen,

At a time when our two countries are moving towards the European Union membership, we share similar commitments which include implementation of ongoing reforms. However, in this regard, we are not only faced with similar responsibilities, but also with similar challenges.

I think that the constellation of issues and challenges Europe and the world is faced with, such as dealing with the consequences of the global economic and financial crisis, the situation in the Middle East and North Africa, encourage only those who oppose or are tired of the enlargement.

I believe you will agree with my conclusion that when there is no progress in the European integration, the countries in the region, rather than being focused on the implementation of the reforms, progress and improvement of the living standard of their citizens, are dealing with themselves. But also, I think that this is the right moment when we should be honest and self-critical.

And I ask you, do you see any way out of such a situation?

We are a natural part of the European family. We should not demonstrate our affiliation to the shared values, standards and benefits only by words but also by deeds.

People who were given mandates from the citizens should be responsible and should meet the needs, requirements and expectations of the citizens. Thus we will be able to prove ourselves, Brussels and the European capitals that we are ready. Demonstrating our readiness, we increase their liability concerning the enlargement. Therefore, instead of turning their attention to matters they do not want to see, we should keep their attention to matters they expect. I believe that we can do this, both you and we. I believe we will meet the expectations.

Let me briefly refer to our situation.
In our Parliament, in December last year I voiced my expectations for the current year. I said that 2011 is a year of serious decisions, which require all segments of Macedonian society to behave responsibly and with dignity. Decisions in view of continuation of the European integration, implementation of reforms.

Unfortunately, the political struggle flared up and resulted in a situation which can only be resolved by early elections. In such a situation, in a similar spirit, all issues can be addressed. I believe that all stakeholders will act with maximum responsibility, will obey the rules of the political game, according to the highest international standards and that the last word will be given to the citizens.

Ladies and Gentlemen,

To a large extent, as I have already stated, the political and economic situation in the Republic of Macedonia is a result of the blockade of one of our neighbors, a NATO and European Union member-state.


Although the blockade is for one irrational issue, I am optimist, a mutually acceptable solution can be found.

I have to say that there is a completely new and positive climate in the relations with all our neighbors, including Greece. The frequent meetings between the Prime Ministers of both countries, as well as my meetings with the Greek Prime Minister Papandreou, have positive impact on the trust, respect and understanding. This is an important factor on which my optimism is based.

I acknowledge that we need a solution to unblock the European integration process. The dispute is asymmetric since our neighbor does not feel the consequences, but my fellow citizens feel them for already twenty years.

We are constructive; we constantly participate and hope that with good will and constructiveness of the other party, and by respecting the frame defined by the United Nations, we can find a solution.

Ladies and Gentlemen,

I would like to refer briefly to the relations with the Republic of Albania.

Macedonians and Albanians have lived for many years as good neighbors, acquaintances, friends. But that is not all. There is a century-old tradition between our two peoples of recognition, understanding and mutual support, coexistence and tolerance.

Few people are familiar with the joint plans for establishment of free and independent states. Plans based on common aspirations for liberation of Macedonia and Albania from the Ottoman yoke which were transformed in the establishment of the Macedonian – Albanian Revolutionary League in 1887.

Here I will quote an excerpt from the 1887 Proclamation of the Macedonian-Albanian League, where, the Albanian patriots stated the following: "After many attempts to help our homeland Albania, we learnt that there is only one way to victory. That is alliance with our close Macedonians and joint actions to liberate our ancient suffering homeland. Alliance with the Macedonians that are in the Bulgarian Principality and with those who live in Macedonia... "

This feeling was mutual, which is best proven by the Krushevo Manifesto in which the Macedonian insurgents urged their neighbors, friends and acquaintances, among whom were the Albanians, to become involved in the struggle for liberation of Macedonia.


Ladies and Gentlemen,

The tradition of good and close relation continues today.

With the Ohrid Framework Agreement, the provisions of which have become part of the Constitution, Macedonia has strengthened, upgraded and enhanced the century-old tradition of multiethnic coexistence and tolerance. The Ohrid Framework Agreement is only a confirmation of that tradition.

This year we mark the 10th anniversary of the signing of the Ohrid Framework Agreement, and I, as President of the Republic of Macedonia, am the patron of the events that will celebrate this Agreement.

One of the basic features of our two countries and indeed of the whole region is the ethnic, linguistic and religious diversity, mixture and wealth. Wealth that is to be cherished.

Macedonia is recognizable in Europe and worldwide by the Ohrid Framework Agreement, which is the only successful agreement in the region. I am also convinced that the Macedonian model is the model of the future. Therefore, we are ready to share Macedonian experience and benefits with all our neighbors.


Hence, I expect the Albanian community in Macedonia to be our voiced lawyer and advocate for the rights of the Macedonian community in the Republic of Albania.

Ladies and Gentlemen,

I want to acknowledge that the Macedonian people express the century-old friendship and coexistence with the Albanians not only through the respect and the rights that the Albanian community enjoys in the Republic of Macedonia.

The Republic of Macedonia also reached out its hand to Kosovo, recognizing the youngest country in Europe and establishing closest and most constructive relations regarding all issues. Indeed, last year, exactly with the Republic of Kosovo we had the greatest trade exchange.

And that is not all. The Republic of Macedonia is actively assisting the integration of the Republic of Kosovo in the regional initiatives. Next week I will be hosting the first official visit of Kosovo's new President Behgjet Pacolli, which is yet another confirmation of the friendship between the citizens of Macedonia and Kosovo.


And, in the context of my understanding of ethnic communities as bridge binding the states, I have no doubt that the Albanian people will appreciate and respect this and will enable the Macedonian community in Albania to enjoy all rights, according to the international standards. Therefore, I have no doubt that the Albanian people will allow the Macedonian national minority, officially recognized in the Republic of Albania, to be recognized throughout the state, inspired by the values  we share.

Ladies and Gentlemen,

We must not forget that the power of our region lies precisely in its diversity, which requires appropriate conditions.

Multi-ethnicity needs open space, space in which there is freedom of movement of people, ideas, capital and products. Space in which everyone enjoys its rights and holds its own identity. Open space in which everyone is respected for what he or she is, regardless of the place of living and work. As space of tolerance and celebration of diversity. That is also part of my vision for European peace, Pax Europeana.

In several instances, it is proven in history that our region has survived in peace when it was part of an open space, because the open space creates conditions for building interdependence and cooperation. Closed space, on the other hand, divides people and states and creates conditions for conflict. Instead, open space creates need for one market, one currency, and a neutral power. I believe that only Europe can open the space in our region.

Therefore, I believe that now is the time when the European leaders should pay attention to the principles laid down by the founders of Europe. Therefore, exactly in moments of crisis, we in the region need more and not less Europe. There is no viable alternative for the region and for Macedonia except the European integrations. There is no better driving force of our societies than the Euro-integration process. Europe's ability to affect its neighborhood without pressure, without force, to attract and adapt its neighboring countries
in its constellation of democratic and prosperous countries, is one of Europe’s most important missions.

Ladies and Gentlemen,

This year, census of the population in our two countries is to be conducted. I believe that there is one extremely important benefit of this important statistical operation. The better and more accurately the censuses are conducted, the better and more accurately we will be able to design the development of the economic and commercial sectors in our countries. Development on which the welfare of our citizens depends. Moreover, the census will be a great opportunity for the Macedonian national minority in the Republic of Albania, for the first time, to declare its national, religious and linguistic belonging.

Ladies and Gentlemen,

At the end, let me finish with the following conclusion. We live in a region the size of which lies in its profound creativity, culture and tradition. Macedonian and Albanian community, along with our set European and Euro-Atlantic goals, are the strongest bridge binding our two friendly countries. A bridge we should preserve, maintain and strengthen. We are obliged to this by the current generation and by the generations to come. We are obliged to this by our common European and Euro-Atlantic future.

Address by the President of the Republic of Macedonia Dr. Gjorge Ivanov at the Central Commemorative gathering in remembrance of the Holocaust of the Macedonian Jews

Ladies and Gentlemen. These are the days when we commemorate the Holocaust of the Jews of Macedonia – days when, 68 years ago, even the Almighty was silent. These are days of sorrow. Days when entire Macedonia was bidding farewell from its sons and daughters Jews.
Until recently, the only grave of our fellow countrymen, who are not among us any longer, were only the painfull memories. Starting from tomorrow, the Holocaust Memorial Center of the Jews from Macedonia will be an eternal monument to the 7148 Macedonian Jews. It will be a lasting memory of what
has remained of the victims, their ashes and a remembrance of those we have lost.
The Jews are deeply rooted in the Macedonian state, history, tradition and culture since time immemoral. Ressetled by powerful empires, persecuted by inquisitors and suppressed by pogroms, many Jews found their second home in Macedonia: the Romaniotes, the Sephardi and the Ashkenazi. The Romaniotes in Stobi, in Macedonia built their oldest synagogue in the Balkans. The Sephardi, with their melodic Ladino, enriched the cultural, public and economic life in Macedonia. There were also few Ashkenazi, who, coming from the north, found their home in Macedonia.
Be assured, the Jews in Macedonia have never been nor will be considered guests or strangers. Along with their fellow countrymen, the Jews were, are and will be part of Macedonian history and culture. In Macedonia, from past times, people of different confession were respected and tolerated. In Macedonia, famous Jewish philosophers such as Tobit, Meir, de Tudela and Ben Kalonimos, had freedom to create. In Macedonia, God (Yahweh) was celebrated by famous rabbis like Shlomo ben Abraham Hakoen and Joseph Ben Lev, Istrumica Daniel and Aharon Abayov.
And, just in a moment, in one fateful moment, Macedonia has lost almost all children of Israel.
During the Second World War, the territory of present-day Republic of Macedonia became the prey of the Third Reich and its fascist allies.
In 1941, the highest Bulgarian occupational authorities adopted numerous inhumane laws, regulations and decisions managing the “Jewish issue" which were compliant to the spirit of the notorious anti-Semitic Nürnberg Laws of 1935. Full of hatred, cynicism and anti-Semitism, these documents actually unmask the racism, inhumanity and intolerance of the occupation regime.
But, unfortunately, this was just an introduction to the tragedy that followed.
On March 11, 1943, pursuant to the Agreement between Nazi Germany and Fascist Bulgaria, signed by Theodore Daneker and Alexander Belev on February 22 1943, the Bulgarian army and police have gathered almost all Jews of occupied Macedonia. They were not as lucky as the Bulgarian Jews, who, under the pressure of the public, were spared of the tragic destiny. The occupier deprived the Macedonian Jews of their citizenships, of their properties, of all their possession. Above all, they deprived them of hope. And, they sent them to meet their irreversible destiny.
Cart by cart, train by train, the three railway compositions took away the Macedonian Jews. They were taken from their homes, their neighborhoods and towns. Thus, part of Macedonia was taken away. From 22 to 29 March 1943, the fascist occupier deported the Macedonian Jews into the gas chambers and furnaces of Treblinka. There, the Nazis suffocated them, killed them and turned them into ashes. Thus, part of Macedonia was killed.
After Treblinka, there is only silence. Silence, because there are no words strong enough to describe and mourn this tragedy.
After Treblinka, Jewish homes remained empty. Jewish neighborhoods deserted, without children’s noise. Skopje, Bitola and Stip were deeply wounded because they lost part of themselves, their soul. And Macedonia lost a vital part of its national, economic and cultural texture.
These are wounds that can never be healed. Wounds that will forever remain open, and painful. Endlessly painful. Because, wounds of the soul can never be healed.
Ladies and Gentlemen. The facts tell us that the Holocaust of the Macedonian Jews is the most effective execution of the “final solution to the Jewish question" in the world, in accord with Eichmann’s list and the monstrous conclusions of the Wannsee Conference, held on January 20, 1942.
The 7148 deported Jews who ended up behind the barbed wire of the hell called Treblinka, represent 98 percent of the total Jewish population of the occupied Macedonia. 50 percent of them were children.
After the Second World War, the German philosopher Theodor Adorno posed the following question: "Is it possible at all to write poetry, to create art and literature after Auschwitz, Buchenwald, and Mauthausen?"
And I add Treblinka to that list as well.
I would like you to know that we all consider the Holocaust to be a tragedy of the humankind. Each and every one, who in itself cherishes the humane given by God, experiences the Holocaust as a tragedy. Since the Holocaust is not an act of man and people. The Holocaust is an act of those who have given up on God and humane.
Ladies and Genlemen. The tragedy of the Holocaust is even greater for Macedonia because of the mutual dedication and friendship between Macedonians and Jews, between the Republic of Macedonia and the State of Israel. A friendship based on a strong recognition, understanding and mutual support.
Few people know that this year we round off a century of Macedonian – Israeli relations, established at a time when neither Macedonia nor Israel existed as independent states.
I believe that two episodes and two individuals from our shared history are especially important in this regard.
In 1896, a Congress was held in Thessaloniki of the Secret Macedonian-Odrin Revolutionary Organization – TMORO, the activities of which culminated on Ilinden, August 2nd 1903, when Macedonia uprised for liberation from the Ottoman yoke. One of the congress participants was a prominent revolutionary, Rafael Kamhi, a Macedonian Jew from Bitola, who fought for the freedom of Macedonia.
Exactly a century ago, in June 1911, Dimitar Vlahov, a Macedonian revolutionary, freedom fighter and deputy in the Ottoman Parliament, delivered a speech in which he categorically opposed the efforts to ban the Jews from returning to their ancient homeland. Later on, Dimitar Vlahov, along with the Macedonian revolutionary Gjorche Petrov, at the meetings with Theodor Herzl and David Ben-Gurion spoke of deepening the cooperation between Macedonians and Jews in their efforts to establish independent and sovereign states.
Therefore, we must never forget that, as Raphael Kamhi was one of the promoters of the idea of a free and independent Macedonia, it was Dimitar Vlahov who contributed in keeping the road open for the future establishment of the State of Israel. Thus, Macedonia has repaid the Jews for their centuries-long contribution.
Ladies and Gentlemen. In-between the two world wars, many Macedonian Jews were promoters of the idea of restoring the Jewish homeland on the territory of their ancient roots. Those who remained in Macedonia and survived the monstrous Holocaust took part in the Macedonian National Liberation Struggle. The names of the General Beno Ruso, of the national hero Estreja Ovadija - Mara, the fighters Zhamila Kolomonos - Cveta, Roza Kamhi Ruso, of the fighters Shami Moritz, Victor Pardo, Abraham Anaf, Eli Fradzhi, Josef Pessoa, Mordo Todolano, Nisim Alba, Aaron Aroesti, Estreja Levy, Samuel Sadikario, Albert Kasorla, Albert Ruso and of many other Macedonian Jews, shall forever be engraved in our memory.
Ladies and Gentlement. With grief I find that, in the world today, there are demagogues who deny the Holocaust. By denying the Holocaust and sinking it into oblivion, they make room for the evil to be repeated. There are some who deny the State of Israel its right to exist. These denialists have their kin who deny other peoples and nations the right to exist. Who can deny or approve the right to existence of others? Where does this power stem from? Is it a power at all, or rather an expression of fear and feeling of deep intolerance towards the others and the different?
Therefore, I want to send a clear message – the world must not forget that the creation of the State of Israel was, also, an expression of the readiness and decisiveness not to let the Holocaust happen again.
Israel exists, has the right to exist, and will exist.
The unthinkable remains possible. The unthinkable happened before and after the Holocaust as well. And, every time, with the same premeditation. And, every time, the victims were surprised, shocked and unaware of what what happening to them. Every time, the same infernal circle repeated in which the victims were first accused, then dehumanized and, finally, destroyed. The methods variated, from death marches, bullets and machetes, but, the aim of these crimes was always the same. Regardless if they were starved to death, gassed or butchered, the aim of such crime of crimes was always the same – exterminating ethnic, racial and religious groups, entire peoples and populations.
For many people, the Jewish Holocaust is the most crule, and, at the same time, the most real metaphor of the 20th century. Metaphor of human madness leading to mass murders, a crime that, until Raphael Lemkin, did not even had a name. It remained nameless because no one believed it was possible. However, it was shown many times that genocide follows humankind as an evil shadow. Even, today.
Therefore, at the very end, allow me to recollect a great truth once told by the respected Elie Wiesel: “We must always take sides. Neutrality helps the oppressor, never the victim. Silence encourages the tormentor, never the tormented”. This is why, when considering human dignity, human rights and liberties, humankind must never again stand by, watching its children being tormented.
Ladies and Gentlement. Humankind  must not let the horrors from the past dim our future. Therefore, it must not be forgotten, so it never happens again. Our fellow countrymen who are not with us any longer oblige this. The memory of the millions that disappeared in the flame of the concentration camps obliges this. Humanity obliges this!
Never forget! Never again!
There is no future without memory. This is the message which, in Ladino, the Sephardic Jews brought in Macedonia:
SIN MEMORIA, NO AY AVENIR

Address by the President of the Republic of Macedonia, H.E. Dr. Gjorge Ivanov, at the ceremony of posthumously awarding Tose Proeski with the “Order of Merits for Macedonia “

I would have been happy, like all of you present, if Tose was here with us today, to personally receive this Decoration. However, although he is not among us today, he is with us every moment and everywhere. Tose is in our thoughts and hearts. His music, his angelic voice shall forever resonate the Macedonian radio stations, in our homes, clubs and concert halls. He is with us every moment and everywhere, and, for that reason, tomorrow we mark his 30th birthday. Birthdays are moments when we celebrate life, when we rejoice the wonderful moments and recall the good things.

Tpse Proeski is the man who, as Diogenes with the lamp, used music to look for humanity within people. He is the man who motivated us to start writing new pages allowing our posterity to understand the true dimension of the words: love, hope and faith.

Tose’s humanity, his sincere faith in goodness is transcribed in his songs, but also in his wish to help the children, the people, the less fortunate. Guided by the principle that “a person can always be more human than he is”, he opened his heart for all of us. He reminded us how important it is to love and respect each other, he thought us how to help each other. With his numerous humanitarian concerts and charity events, he entrusted us to continue his work. Aware of the truth that every person is responsible towards oneself and others, Tose used to say: “It’s very easy to make a bad deed, it’s very difficult to make a good deed.”

Larger than life, Tose succumbed to the temptations of great popularity. On the contrary, while preserving his character, he remained the same humble, sincere and spontaneous young man who, since the first performance captivated the audience with his voice. Full with love for people, Tose became an idol of the young and a symbol of humanity. Whit his example, this hero of our time was a champion for the true values of life.

The God bestowed gift to spread love and understanding through music, Tose used to unite us all, regardless of which people, faith or generation we belong to. Endeared among the children, teenagers but also the grown ups, Tose built bridges of friendships with his cloudless and smiling face. He sang in Macedonian, in Aromanian, in English, Serbian, Croatian, Italian… From the concert halls and TV monitors to the bleachers and sport stadiums, his enchanting energy bridged people and nations.

Tose promoted the Republic of Macedonia, showing her braveness and virtue, showing us that we should have trust in her, love, cherish and promote her with dignity. Once again, with his selfless efforts, Tose Proeski made us proud of our past and decisive for our future.

Despite the huge popularity and in spite of our expectations that the Macedonian and Balkan star will emerge as a world star as well, Tose never forgot his Macedonian roots. “I was very proud to be a Macedonian abroad”, he used to say after his concerts in foreign lands. Convinced that Macedonia is winning by the mare fact that it competes at the international festivals, this true patriot proudly and admirably represented his fatherland, conquering the audience wherever he sang.
Therefore, for his sincere and deep humanism, his artistic achievements, his unifying energy, today, we posthumously award him with the “Order of Merits of Macedonia”.

The Order is recognition for his temporal merits, but also an expression of our love and respect for the man who loved us all. With this act, Macedonia solemnly avails to continue cherishing the memory of its great son, to venerate his art and humanity with which he enriched us all. We vow to communicate humane messages to mankind, to build bridges of hope, just as Tose once did in the hearts of all those that had forgotten it.

Deeds speak of existence, and the continuation of Tose Proeski’s deeds means a continuation of his existence. Tomorrow is his birthday, and I believe that awarding an Order of merits is a symbolic and most humble, while the dedication to the cherishing of good thought, intention and deed is the true gift that we can give to Tose. To the man who touched our hears, showing us a dimension of humanity that, regrettably, we often forget.
