Agreement has been reached to overcome the political situation - joint meeting at President Ivanov’s Office in presence of EU representatives

Agreement has been reached to overcome the political situation, restoring the EU agenda as top priority of the country, the President of the Republic of Macedonia, Dr. Gjorge Ivanov, said after the meeting with the EU Enlargement Commissioner Mr. Stefan Fule, the European Parliament Rapporteur for Macedonia, Mr. Richard Howitt, the former President of the European Parliament, Mr. Jerzy Buzek, the President of the Government of the Republic of Macedonia, Mr. Nikola Gruevski and the President of the Social Democratic Union of Macedonia, Mr. Branko Crvenkovski.

"We have reached an agreement at the joint meeting we had with the government and the opposition in the presence of our friends and partners from the European Union. I have to express my satisfaction with the positive attitude of the leaders of the government and the opposition that finally enabled the European agenda to be restored as priority of the country. I want to express my appreciation for the participation of the EU representatives - the European Commission and the European Parliament, who have invested a lot of effort, and appreciation that Macedonia, in such moments, has friends who think of the future of Macedonia", President Ivanov said.

The points of the agreement on behalf of the European Union were presented by Mr. Howitt, who expressed gratitude to the leaders of the political parties and to President Ivanov for his commitment and efforts to achieve a mutually acceptable solution.

"We are pleased to see that the political leaders have finally demonstrated political responsibility and courage to agree on a solution that would bring the country back to the resumption of normal functioning of the institutions and will continue to work constructively towards the Euro-Atlantic integration, being the best interest of the country and its people. We are looking forward to a swift implementation of the agreement so that the country is back on the path to its Euro-Atlantic integration, that the reform process is intensified and the European Parliament and the European Commission are able to proceed with the preparation of the country's reports. This agreement gives hope; however, I believe it is not reached too late", Howitt said.

Pursuant to the agreement, the parties agree to resume normal political life, all parties to return to the Assembly and to participate in the scheduled local elections. In addition, the parties agree to support the immediate key reform measures, including:
- improving the functioning of parliament, including President's initiative to convene an ad hoc Commission of Inquiry (to look into, inter alia, the events on and before 24 December, including their constitutionality, security in and outside of Parliament, and revision of the parliamentary rules of procedure), the results of which would be reflected in the Commission's Progress Report in Autumn 2013.
- electoral reform, after the local elections, including in relation to the voters' registry (post-election audit of list) and other OSCE/ODIHR recommendations.
- freedom of expression, e.g. resumption of dialogue with journalists, led by the Association of Journalists, and other confidence-building measures.

Asked by a journalist whether the agreement involves an opportunity for early parliamentary elections, the Rapporteur for the Republic of Macedonia answered positively, without mentioning the time frame.

"To this question, whether the agreement involves early parliamentary elections, my answer is yes. The agreement includes this issue, but it is not prejudged. Representing the EP, I am authorized to give this interpretation on behalf of the EC, too. As regards the time frame, I will not answer that question and remain to what I have already said", the European Parliament Rapporteur for the Republic of Macedonia said.

Ivanov - Ban Ki-moon: Good will and constructive approach by both parties would advance the name talks

"The process of overcoming the difference over the name has been pending for too long, but a good will and a constructive approach by both sides could lead to progress", the UN Secretary-General Ban Ki-moon assessed at the meeting with the President of the Republic of Macedonia, Dr. Gjorge Ivanov, held today in Vienna.

At the meeting, held on the sidelines of the 5th Global Forum of the UN Alliance of Civilizations, President Ivanov and Secretary-General exchanged information and views on the UN-led process to overcome the difference over the name, after the last meetings of Mediator Nimetz in the past period.

President Ivanov welcomed the growing momentum in the process and noted that the Republic of Macedonia actively and constructively, as before, is participating in the process, in good faith, to reach a mutually acceptable solution.

"It is possible to reach such a solution if the other party applies the same approach and strictly adheres to the frame in which the talks are lead", President Ivanov stressed repeating the request from the last meeting, the Secretary-General to exert his authority and in accordance with the obligations deriving from the Security Council resolutions, to prevent the process go beyond the established framework by both parties.

Secretary-General Ban Ki-moon stressed that the process takes too long and expressed hope that with good will by both sides, and with a constructive approach, it is possible progress to be made.

The UN Secretary-General expressed his gratitude to President Ivanov for the attention paid to the Alliance of Civilizations and for the contribution given by the Republic of Macedonia through the Regional initiative of the Dialogue among Civilizations since 2003. At the interest of the Secretary-General Ban Ki-moon, President Ivanov briefed him on the developments in the region.

The meeting was attended by the new UN Alliance of Civilizations special envoy, Mr. Nassir Abdulaziz Al-Nasser. The Macedonian President congratulated him on his appointment and informed him on the for Dialogue among Civilizations initiative by former President Boris Trajkovski, launched in 2003, which has shown outstanding results in the Southeast Europe region, as well as on the preparations for the celebration of the 10th anniversary of the first summit which will be held in Ohrid in early June. They agreed on further cooperation, assistance and support between the Alliance and the Dialogue among Civilizations. The special envoy expressed readiness for direct communication on these projects.

Ivanov - Fisher: Austria is a strong supporter of Macedonia’s EU and NATO integration

The Republic of Austria is a strong supporter of Macedonia’s integration in the European Union, the Austrian President, Heinz Fischer, said at the meeting with the President of the Republic of Macedonia, Dr. Gjorge Ivanov, held today in Vienna, where the Macedonian President is participating at the 5th Global Forum of the UN Alliance of Civilizations.

The Austrian President assessed that the Macedonian-Austrian bilateral relations are marked with constant positive dynamics and that Austria attaches particular importance to its relations with the Western Balkan countries, particularly with Macedonia.

At the meeting, they exchanged views on the EU-integration process in the Republic of Macedonia and the current political situation. President Ivanov informed the Austrian President in detail on the latest developments and his personal commitment to overcome it.

President Fischer, extending his gratitude for the information, expressed hope that political leaders in Macedonia, through compromise, will find a way out of the situation and that all factors in the Macedonian state will focus on the EU agenda.

President Ivanov briefed President Fischer on the ongoing activities in the name resolution process, as well as on the relations with the neighbors. The Macedonian President thanked for President Fisher’s personal engagement and Austria’s support for Macedonia’s European aspirations, underscoring the importance of the next stage of the European integration process of Macedonia – setting a date for opening negotiations.

“The Republic of Macedonia and its society are waiting too long for the next stage in the European integration, the start of accession negotiations. It is the same with NATO. We are implementing reforms and delivering results, but there is no progress, a situation that leads to frustration in our society and affects, to a certain degree, the political environment”, President Ivanov said

The Austrian President expressed satisfaction with the opportunity to meet President Ivanov again and stressed that the frequent meetings speak enough of the relations between the two countries.

President Ivanov met today the OSCE Secretary General, Mr. Lamberto Zannier, and the Deputy to the Director-General of the United Nations Industrial Development Organization - UNIDO, Taizo Nishikawa.

“The OSCE is pleased with the positive developments to overcome the situation by the latest proposal to postpone the deadline for submitting the lists for the forthcoming local elections”, Zannier said at the meeting with the Macedonian president.

Secretary General Zannier informed President Ivanov that the OSCE is closely monitoring the political situation in the Republic of Macedonia, through their mission, as well as their activities related to the local elections.

President Ivanov thanked for the engagement of Mr. Zannier and the OSCE, for all the help and support and informed him about the situation and developments following their last meeting, about his assessment and views on the situation, as well as the expectations and possible scenarios for the coming period.

The OSCE Secretary General expressed his satisfaction with the positive developments to overcome the situation by the latest proposal to postpone the deadline for submitting the lists for the local elections.

“The OSCE supports all efforts to overcome the situation and establish a dialogue”, Zannier said, indicating that the OSCE is ready and will continue to assist, within its capabilities and mandate.
At the meeting with the Deputy to the Director General of UNIDO, President Ivanov received information on the ongoing projects, welcomed the engagement and asked for further support from UNIDO, especially for the projects for removal of technical and technological barriers, relevant to sustainable development and environmental protection in Macedonia.

Tomorrow, at the official opening of the Forum, the Macedonian Head of State will address the plenary session dedicated to responsible leadership in diversity and dialogue.
