Address by the President of the Republic of Macedonia,
H.E. Dr. Gjorge Ivanov, at the NATO Summit in Lisbon,
19-20 November 2010

Distinguished Excellencies,
Secretary General,
Ladies and Gentlemen,

Availing myself of this opportunity, I would like to share, with all previous interlocutors, my condolences for the ISAF soldiers who gave their lives for the security, peace and stability in Afghanistan. They made the ultimate sacrifice so that future generations can live in a world free from terrorist threats.

It is just couple of days since I have returned from Kabul, from my visit to the Macedonian contingent. I used the visit to also meet with the ISAF Commander. I am proud of the engagement of the Macedonian troops, for which they receive compliments from all relevant factors. I am proud that they are well accepted by the local population as well. The Republic of Macedonia became involved, with dedication, in the ISAF mission in Afghanistan. Since August 2002 until today, our contribution is 17 rotations involving 1513 Macedonian peacekeepers. A contribution, which today is one of the largest per capita contributions. We are proud that it is as large as some of major contributing member countries.

Ladies and Gentlemen,

Macedonian contribution is not only a numerical value but also a real value. In defending freedom, our peace-keeping troops are deployed at the most responsible positions and are regularly involved in some of the most complex actions.

Therefore, I would like to state clearly that we remain present in Afghanistan as long as it takes, until the fulfillment of the set goal – to assist the Afghan people in building democratic society based on respect of human rights and the rule of law. We are committed to this since we believe in NATO’s partnership with the Afghan government in building prosperous country, free from terrorism. Yet another proof of this is the result from the military-civilian cooperation. Thus, we fully support the military strategy on dealing with armed groups and application of the comprehensive ISAF approach. We strongly appreciate the commitment of the Afghan government to assume responsibility for its own security by 2014. Therefore, Macedonia’s efforts are increasingly focused on improving the national capacities of the Afghan security forces.

Dear friends,

We believe that the New Strategic Concept shall enhance the Alliance and prepare it for the 21st century challenges.

We in the Republic of Macedonia share the same values, interests and priorities with NATO. We share the obligations, duties and responsibilities with NATO. We see our future in the Alliance.

However, there is something missing in this picture and in this partnership.

Because of an irrational bilateral dispute, the Republic of Macedonia is still waiting at the doorstep of the Alliance, despite the recognized readiness for membership and the significant contribution to the missions of the Alliance.

On many occasions we have demonstrated our willingness to settle this bilateral dispute. I believe that we can find a solution. I can confirm that, unlike before, there is a positive ambience concerning this issue. We strongly believe that through dialogue, enhanced confidence and better understanding we will find a mutually acceptable solution. We stand ready for this.

I am convinced that the day when this single obstacle is to be removed is not far, so that my fellow citizens could share the benefits of our membership in this family, as we already share the obligations.
