The President of the Republic of Macedonia Dr. Gjorge Ivanov, with the address today at the commemorative session in the Parliament, extended his last words of respect and appreciation for the late first president of the independent Republic of Macedonia, Kiro Gligorov.

Dear Friends,

Yesterday, we received, with great sorrow, the news of the death of the former President of the Republic of Macedonia, Kiro Gligorov. In these painful times of loss, I would like to extend my sincere condolences to the family of President Kiro Gligorov and to all citizens of the Republic of Macedonia. Throughout his life and career, he marked an extremely important period for our country.

When he was first time elected President of the Republic of Macedonia, Kiro Gligorov, concluded his inauguration speech in the Macedonian Parliament with the known historical maxim: “Macedonia is all we have”. With that thought, he conveyed the covenant of our ancestors. Indeed, today, when we depart from the man who is an inseparable part of ASNOM and of the independent Republic of Macedonia, we recollect what Macedonia meant for him and for us all.

Kiro Gligorov was born in Stip, on May 3, 1917. He finished primary school in 1928 and high school in 1936, while in July 1939 he graduated from the Law Faculty in Belgrade. After completing the studies, he worked for a short period of time as a trainee in a law office in Belgrade, and during the German occupation he returned to Skopje, where he worked as a lawyer. In the course of the World War II, he joined the National Liberation Struggle and worked closely with the revolutionary Kuzman Josifovski-Pitu.

In 1943 he became member of the Antifascist National Liberation Committee (ANOK), and then, in 1944, he became a Secretary of the ASNOM Initiation Board. At the first, historic session of ASNOM, the young lawyer Kiro Gligorov participated as a note taker and as an author of one of the political essays. Later, he was appointed as representative of Macedonia attending AVNOJ in Vis. With all this, Gligorov laid the cornerstones of the Macedonian statehood. Afterwards, on these cornerstones, almost half a century later, he got involved in building the sovereign, self-reliant and independent Republic of Macedonia.

However, in meantime, within Socialist Yugoslavia, Kiro Gligorov performed many very high and responsible state and party duties. Let us mention a few of them: from 1945 to 1947 he was Assistant to the Secretary General of the Government of the Federal People’s Republic of Yugoslavia, Mitre Bakic. From 1947 to 1948 he worked in the Ministry of Finance of the Federal People’s Republic of Yugoslavia, and from 1948 to 1952 as Minister of Finance. From 1952 to 1953 he was Assistant to the President of the Economic Council of the Government of the Federal People’s Republic of Yugoslavia, Boris Kidric. In 1962 he was appointed as member of the Central Committee of the League of Communists of Yugoslavia. From 1962 to 1967 he was Federal Secretary for Finance. In 1963, immediately after the disastrous earthquake in Skopje, he was in charge of rebuilding of Skopje. On two occasions, in 1969 and 1972, he was elected a member to the Presidency of the Central Committee of the League of Communists of Yugoslavia. From 1971 to 1972, he was a member of the Presidency of the Socialist Federal Republic of Yugoslavia. From 1974 to 1978 he was a Chairman of the Federal Assembly of the Socialist Federal Republic of Yugoslavia. In 1987 he retired and in 1989 he joined Ante Markovic’s reform team. 

Kiro Gligorov, as an official of former Yugoslavia, had a significant level of knowledge of the principles of solid, market economy and he even made a step forward by attempting to reform the economy. His calls for reform of the Yugoslav economy clearly indicate that economic reforms should be seen as a first step towards comprehensive political and social reforms. A due respect must be paid to Gligorov by indicating the fact that he advocated and practically worked towards democratization of former Yugoslavia. Moreover, he understood that economic rights and freedoms at enterprise level or at the level of a person-individual are impossible without political rights and freedoms and limitation of the role of the then omnipotent central state. The last political campaign in his life was a reminder of the reforms conducted in former Yugoslavia. I believe it was his attempt to send another message to Macedonia. Not trying to defend socialism but a message that we should learn from the lessons of the past, to see what problems we have faced in creating a solid economy, and what we have learned from it.
 

Nevertheless, it was soon proven that reforming a system with substantial contradictions was delayed. The joint state started to disintegrate, in some parts with blood, and here, in Macedonia, that process of gaining independence, fortunately, went peacefully. But, Macedonia faced with an array of challenges, the Greek embargo and the blockade of the Euro-Atlantic integration, the wars in the neighborhood and the ethnic turmoil at home, the traumas in the transformation of the state capital. Merits for the peaceful departure from the Yugoslav federation should be given exactly to Kiro Gligorov, who was an atypical leader in many ways.
 

Ladies and Gentlemen,

In the decisive 1991, on January 25, the Macedonian Parliament elected Kiro Gligorov as the first President of the Republic of Macedonia, who granted the mandate to form the first expert government to Nikola Kljusev. Almost a year ago, we had the honor, together with Gligorov, to mark the 20th anniversary of his assumption of the office. And, today, he is no longer among us.
 

At the dawn of independence, calling upon the vivid and fresh memories of ASNOM, Kiro Gligorov said "we live in a time when the Macedonian people once again have to make vital decisions, not less important than those made in 1941 and 1944" and that the time has come for the establishment of Macedonia as a "modern parliamentary state with full respect for all human rights, open to the world and with an European option".
 

Being the first President of independent and sovereign Republic of Macedonia, he played the historical role to be the head of the state at the time when it was denied, blocked and ignored, however, he carefully and patiently paved the path towards international recognition of our country.
 

He was a man who successfully and wisely led the country in turbulent times. The head of territorially small country without its own army and weapons, without internationally recognized status, Gligorov perceived the danger of spillover of the Yugoslav crisis in Macedonia and managed to secure withdrawal of all Macedonian soldiers from the JNA. But he also reached an agreement for peaceful withdrawal of the JNA from the territory of Macedonia, the cost of it was that the JNA took all weapons. Later it turned out that thanks to this move, Kiro Gligorov prevented the plan of Samaras and Milosevic to destabilize Macedonia.
 

Then followed the historic referendum in which the vast majority of Macedonian citizens voted for an independent and sovereign Macedonia. Recently, at the Square Macedonia, we marked the 20th anniversary of the day when President Gligorov, Prime Minister Kljusev and other former leaders of Macedonia, on the same square congratulated the citizens the proclamation of the independent state.
 

Guided by the idea of being on our own, to be widely open to the world as a fully independent, equal and creative entity, Gligorov urged the international community to recognize Macedonia, noting that “official recognition will allow the state of Macedonia to establish, on the right and stable basis, relations with other countries”. Today, 133 countries have recognized our country under its constitutional name. Kiro Gligorov lived to see Macedonia as a stable and prosperous country, internationally recognized and acknowledged.

Great are his merits to the interests of the Republic of Macedonia and the Macedonian people. However, what we and the future generations will appreciate is certainly his role in gaining independence and establishing the Republic of Macedonia in the international community. Following lengthy delays due to the Greek objections to recognize Macedonia and its accession in international organizations, on April 7, 1993, on the day when the Republic of Macedonia was admitted to the World Organization as the 181 member state, Gligorov became the first Macedonian President who addressed the United Nations General Assembly who stated that “this act has crowned the centuries-old aspiration of the Macedonian people and its 130-year struggle for freedom and independent state”.

During his second term as President, Kiro Gligorov successfully and wisely led the country in turbulent times. Some also reached for his life. But he survived the Balkan swirls, the challenges and the assassination. Owing to the peaceful policy he led, he is respected both in the country and in the region.

Everything taken in consideration, Kiro Gligorov’s life was a history of the Macedonian state. In a single human life, being a collaborator of Satev and Vlahov, Panko Brashnarov and Cento, he witnessed ASNOM and the establishment of the independent republic 47 years later. At the age of 74 he stood at the head of the state. He was one of the protagonists of independence. Therefore, I would like to convey the following message to the members of the family of the former President: be proud of Kiro Gligorov, as the Macedonian nation is proud of him. Macedonian people have always known to celebrate and praise all those who deserve it.

Honorable citizens of the Republic of Macedonia,

By the end of the year 2011, let me share with you some of my feelings for the going year and my expectations for the coming year.

Macedonia in the year 2011 as well faced various challenges successfully. We had many reasons to rejoice. We made progress in the field of economy. We passed through another election cycle which enriched our experience as developed European democracy. We confirmed the ratings of our development. Still, the path towards our top strategic goals remained blocked. However, there is no room for discouragement. We will succeed; we will realize our goals, Macedonia – member of NATO and Macedonia as a member of the EU.

Ladies and Gentlemen,

Our path towards establishing a recognized, egalitarian country has never been easy. Yet, that is what makes us strong. Facing difficulties makes us stronger and more decisive. We did not have the privilege to walk the easier way; we had to pave our own way, certainly, owing to the wisdom of our citizens and the precious help of our friends around the world.

The reforms we have implemented, and which we are still being implemented, are a reflection of the awareness that we must build by ourselves a solid and decent home for us and for our families. We do not wait for someone else to fulfill our obligations, but we also do not blame others for our failures. Macedonia enters the New Year 2012 with confidence. We are aware that our responsible and serious behavior has been confirmed. We received the necessary confirmations from abroad, and, even more importantly, internally. Macedonia remains firmly embedded in reality, in the serious conduct in terms of economy, relations with its neighbors, regional security.

In 2011, as never before, the successes of our athletes united us as a nation. We were together on the squares and we waited in front of the TVs to mark their successes, as we came out together to celebrate the 20th anniversary of our independence.

In 2012, I wish everyone to rejoice personal successes, as we did in the passing year. May we all rejoice our professional successes, the successful working day. Let us rejoice the successful agricultural year, the new markets for our products. We shall rejoice the successes in education, gained knowledge and extended views towards the world. I wish we all rejoice the expansion of our families, family gatherings and celebrations.

Dear all, before I conclude, I would like to ask you to take a little time during the celebration of the Christmas and New Year’s holidays, and focus our thoughts, prayers and expressions of gratitude to our Macedonian soldiers serving in Afghanistan, Bosnia and Herzegovina, Lebanon. Think of our soldiers, Macedonians, Albanians, Turks, Roma, Serbs, Vlachs, Bosniacs. Our brothers and sisters, sons and daughters, who defend the flag of the Republic of Macedonia, who also defend our peace, our values and our place in the international family of nations. We owe them our gratitude.

Honorable citizens,

Macedonia is a country in which we jointly celebrate our holidays and festivities. This is a period of the year when we mark Kurban Bairam and Hanukkah, when we celebrate the birth of Christ. Therefore, dear friends, in the end, on my personal behalf and on behalf of my family, let me wish you peace and prosperity during these holidays. In this time of the year, may we all recall the successes of 2011 and make plans for the next year. I wish you all step the paths that will bring you lots of health, joy, happiness and prosperity. May the New 2012 be blessed!

In this passing year, we are celebrating two decades of the independence of our homeland, the Republic of Macedonia. And, today, to my great pleasure and pride, we recollect a few brave individuals.

Bravery and self-sacrifice are among the essential, yet rare human virtues. Sometimes so rare that people wonder whether they even exist in this modern world. I am very happy and proud that the people I bestow today have given the right answer. Not only does bravery exist in our society, but it also reflects the basic humanity that knows of no ethnic, religious or linguistic differences. At the same time, the only thing that matters is to give a helping hand to those whose lives are in danger.

Brave citizens of the Republic of Macedonia, I would like to tell you that the meaning of your deeds is even greater, since you have shown that real heroism does not come from the ambition to be better than the others even if it costs us our life. On the contrary, real heroism comes from the urge to help others even if it costs us our life. With your sincere self-sacrifice, you have done great deeds, and, thus, you are a great example to the rest.

As a Supreme Commander, I am proud of the bravery of the members of the special operations regiment of the Army of the Republic of Macedonia: Lieutenant-Colonel Jordev, Major Vojneski, Major Velkov, Sergeant Major Stoilkov, Sergeant Major Ristov and Sergeant Trajkov. You all participated in an extremely dangerous mission, last year in March, pulling out the body of the miner Vlatko Ilkovski. You executed your mission professionally, thus you have strengthened the confidence of the Macedonian citizens in the Army.

Dear Attendees,

I am very glad that today Sami Nuredini is with us. I am convinced that “human life is the most sacred thing”, our brave Sami, without hesitation, jumped into the cold January water of the river Vardar to save the drowning young girl. However, that was not his first time. I believe that we all remember his courage, in the summer of 2009, when Sami saved the life of the young child that was drowning in the water of the river Treska in Saraj.

Our brave men have shown us that we should not live this life only for ourselves, but we should also help people in trouble.

Therefore, I would like you to know that we are grateful for what you have done. Rest assured that our homeland, Macedonia, is lucky to have such brave men, ready to save a life. Lucky, because as long as Macedonia is a country of brave men, it will also be a country of honest, virtuous and humane, of people who appreciate life as God’s gift.

Due to your exceptional bravery, self-sacrifice and endurance, you are proven as worthy sons of Macedonia. Therefore, as a token of our deep appreciation and gratitude to all of you, it is my great honour and pleasure to bestow upon you this Medal of Bravery.

It is a great honour and pleasure for me to have this opportunity to address this business forum today. I use this opportunity to greet you and, also, to share with you my observations on the economic aspects of the cooperation between the Republic of Macedonia and the Republic of Serbia.

Dear Attendees,

We know each other perfectly. Our two economies, as well as our two societies, are complementary and conversant. If our craftsmen, merchants and tailors have ever cooperated and economically advanced in the “Balkan Bazaar”, nowadays, the economic cooperation is at the level of economies. Serbian products and trademarks enjoy great reputation with Macedonian citizens, same as many Macedonian brands are accepted by Serbian citizens. Our businessmen use in continuity the benefits of our traditionally good political and economic relations, and therefore the Republic of Serbia is one of the most important economic partners of the Republic of Macedonia, and vice versa.

The aforementioned, believe me, is confirmed by positive experiences. The total trade exchange volume in the period January - April 2011 is around 598 million US dollars. Only in the period 2010 - 2011, the trade exchange between these two countries has increased for 25.4%, with a parallel increase of import and export of goods. However, due to the deficit on the Macedonian side, a balance of the trade is needed.

Ladies and gentlemen,
   
This business forum is organized in circumstances when governments and businessmen are trying to overcome the consequences of the world’s economic and financial crisis. The way out, I am convinced, lies in greater cooperation between companies from both countries, with additional modes of partnership, through joint appearance on third markets, joint ventures, higher form of cooperation and other projects of mutual interest.

The governments of both countries are here to improve the conditions for cooperation by support of main infrastructure projects, such as Corridor 10, the gas pipeline, but also, the construction of the Nish-Kumanovo transmission line.

The economic markers in the course of 2011, particularly the achievement of the planned economic growth, the increase of the industrial production, the increase of the export, indicate a better perspective. The Republic of Macedonia in the first nine months of 2011 marks increase in the foreign trade of goods of about 38% compared to the same period last year. In addition, the European and regional Balkan market are the most important foreign markets for the Republic of Macedonia. This is also due to the established legal framework for trading between the Republic of Macedonia and the countries from the European Union and the Western Balkans. In particular, I would like to underline that the CEFTA agreement gave the opportunity to the regional countries to use the single free trade zone, which would be especially convenient for the economic development of our region and its European integration.

Distinguished Businessmen,

The Republic of Macedonia, has directed all of its strengths and potentials towards the economic development by creating favorable economic environment. We have a long-term macroeconomic stability with low inflation rate which on average is 2% in the last 10 years. We have balanced public finances with low budget deficit, stable currency rate and low public debt which is less than 26% of the gross-domestic product. It is expected, by the end of the year, annual increase of the gross-domestic product to be achieved. Moreover, the results achieved in this area contribute for Macedonia to be among the three top-reformers according to the renowned “2011 Doing Business” report of the World Bank.

As far as tax policy is concerned, low and flat taxes of 10% have been introduced. The flexibility of the labor market has been increased. Reforms in administration, judiciary, fiscal sector, education and in agriculture have been introduced, and also investments in infrastructure and energy sector have been increased.

Therefore, I would like to invite Serbian businessmen to exploit the comparative advantages of Macedonia in implementing their business plans, not only for our market, but also for the whole region. The Republic of Macedonia remains open for cooperation and willing to provide the necessary support to your companies.

I will conclude by wishing you success in your work. Thank you for your attention.

Respected Former Presidents of the Republic of Macedonia, Respected representatives of the judicial authorities in the Republic of Macedonia,
Distinguished representatives of the diplomatic corps, representatives of the religious communities in the Republic of Macedonia, Your Excellencies,

Ladies and Gentlemen,

This is my third annual address in the Assembly of the Republic of Macedonia but first in this composition of members of the parliament. The address also coincides with the half of my term.
 
This address happens in the year when we celebrate anniversaries, victories and successes. Due to the importance and the latest developments related to the Judgment of the International Court of Justice, I will open the annual address in a reverse, unusual, order.

I am confident that we all share a feeling of victory of justice with the judgment of The Hague. The Republic of Macedonia in The Hague won a great diplomatic and legal victory. А victory that means confirmation of the credibility of our foreign policy, of our conduct in the international community.

Unfortunately, the next step in the European Union integration of my country is blocked for the third time, and it is not by our fault. We did everything we had to do, everything that we were asked to.

I will elaborate on these two events, respectively.

The International Court of Justice has given its answer. That answer is the most authoritative proof of our policy. To be clear and precise, we did not want to initiate this process. If there had not been a veto in Bucharest everything would have been different. But we were forced on that; we were faced with injustice, with a violation of the contractual obligation by Greece which resulted in real consequences borne by the Republic of Macedonia. Therefore, the lawsuit was inevitable. The judgment confirmed what we already knew. However, the judgment is the strongest possible legal argument that exists in today’s development of the international legal order. Since obligation and responsibility of all is to respect the international law, being the foundation of the world order. Therefore, obligation and responsibility of the international community is to make the necessary efforts to move the status quo situation regarding the integration of the Republic of Macedonia.

Will and responsible behavior is needed. The judgment is a result of faulty conduct of the governing structure of our neighbor. It is a chance for Greece, for all of us, for the region. Observing the judgment, the Interim Accord, the international law is the framework that will contribute to a more favorable climate in the relations between the two neighboring countries.

We have an ideal opportunity for a historic step forward. The Hague ruling, except legitimizing our current policy, increases our reputation and has yet another great and important dimension: it is a framework which regulates the issues of extreme importance for the conduct of both parties in terms of respecting the obligations under the Interim Accord. The ruling confirmed that the Republic of Macedonia may use its constitutional name within international organizations in which Greece is a member. Greece’s allegations regarding the breach of the Interim Accord by the Republic of Macedonia were rejected by the Court. Therefore, we need not seek new ways to reach a solution. We only have to respect the Interim Accord and adhere to the framework set forth in the UN resolutions, nothing more than that. We stand ready for that.

In three consecutive years we receive a recommendation to start negotiations with the European Union, which is a great confirmation of the reform processes. The Report of the European Commission is a roadmap where to focus our attention in the reforms. It is not our fault that we have not yet launched the negotiations.

The third postponement of setting a date to launch accession negotiations by the European Council is not our failure. I know that the number of countries supporting us is increasing, supporting law and justice, convinced in the strength of our arguments and the judgment of the highest court of justice. Thus, we are not discouraged. I believe that on the next European Council, on the next NATO Summit, if leadership, courage and vision is shown, the status quo situation in the integration can be moved forward. All will be winners, and the greatest winner will certainly be we and our neighbor. We will continue to reform our society with even greater motivation. Our goal is to be friendly and European neighbors with Greece. It is a rewarding goal for us, for Greece and for the European Union.

It should be known that we have managed to prove to our friends and partners that we want a solution in which there will be no losers and winners. We provide ideas and initiatives to reach a mutually acceptable solution. Many times we have proven our constructiveness. However, willingness is necessary from our neighbor, willingness primarily to adhere to the framework in which negotiations are led in the UN, willingness to abandon the policy of argument of power.

My assessment is that there is a historic opportunity for a brand new start. I want to believe that this opportunity, together with our neighbor and the EU and NATO partners will be seized. Next year, from this stage, in this same period, I wish to confirm that my expectations were justified.

Ladies and Gentlemen,

Guided by the principles of honesty, responsibility and accountability, fulfilling my constitutional obligation, in the year we leave behind, I was fully committed to the highest strategic goals of our country:

-    Membership in NATO and the European Union and shift of the status quo situation.
-    Further development of bilateral relations with all countries in the world, in accordance with the principle of openness to all.
-    Further strengthening of good neighborly relations with the immediate neighborhood countries and with the countries from the wider region.
-    Being proactive in the regional cooperation and providing initiatives.

I would like to bring the following to your attention. In this regard, I did not spare myself nor will I spare myself in the future. I will continue to acknowledge the world with the truth and the arguments about Macedonia. I will continue to foster and strengthen the existing and will establish new friendships and partnerships.

As far as foreign policy is concerned, this year I have attended 38 international events and activities, I have realized 23 official and working visits to foreign countries. I have represented our country in almost all major regional and global multilateral events dedicated to economy, energy, peace, disaster risk reduction, culture, sports ... I have hosted 9 official and working visits of my colleagues. I have had more than seventy meetings with heads of state and governments and heads of international organizations.

I was host of the third Regional Summit of the Presidents of Macedonia, Albania, Montenegro and Kosovo. We discussed specific topics in the interest of our citizens, on the European and Euro-Atlantic integration, on the economic cooperation and energy security and connectivity. My message to all my colleagues was that the time of declarations has come to an end. We must initiate and implement concrete projects. We took over the chairmanship of two extremely important processes that will further enhance the reputation of our country. Namely, we will chair the South East European Cooperation Process in the period 2012 - 2013, which will allow us to provide our active contribution in strengthening regional cooperation. In 2013 we will be hosting the Summit dedicated to the Dialogue among Civilizations, marking the 10th anniversary of such summits initiated by my predecessor, President Trajkovski.

All this has been done in a consistent way, knowing that Macedonia can be internationally recognized and competitive primarily according to the following:
- Successes and achievements in the economy and the business climate;
- Our unique model of multiethnic democracy;
- Credible and proactive diplomacy;
- Promotion of our cultural and historical heritage;
- Sport successes.

In the field of diplomacy, I have accredited, with a decree, 18 new Ambassadors of the Republic of Macedonia in countries around the world. For our diplomats, I urged, to be given greater freedom of action by reducing the bureaucracy of the diplomatic service, which would go along with the increase of responsibilities of diplomats on the basis of which they will be evaluated, according to the results achieved. I want to see a proactive diplomacy. I assure you, the criteria and the assessment of our diplomats are already set on a higher level. There will be awards and penalties, too. There is no room as in the past for fake values and false authorities in our diplomacy.

In terms of cultural diplomacy, we can be proud of our cultural and historical heritage. We have plenty of things to offer the world. But it should be promoted for others to see what we have. This is feasible but we must do our best to utilize it. Concerning the sport, I will not waste many words. We have all seen what a sport success means. Not only it celebrated our country but, more importantly, the success united Macedonia.

As a Supreme Commander, I can proudly say that the Army of the Republic of Macedonia, as a shield of our freedom, security and stability, continues to give confidence in the Macedonian society.

This year, the Army got a new Chief of Staff, in compliance with the highest standards of the Alliance. Some time ago I approved the new organizational structure and formation of the Army, the transformation of which will begin in early 2012. Be assured that in anticipation of the next NATO Summit in Chicago, we remain committed to the reform process as an investment in our European and Euro-Atlantic future. This will be an argument more for our accession to the Alliance, along with the judgment of the International Court of Justice.

I would like to inform you that I consistently follow the state of play of the army contingents contributing to the establishment and maintenance of global peace in operations led by NATO, the European Union and the United Nations. Our peacekeepers are a true example of commitment and perseverance in our strategic goals. Therefore, I respect the commitment of the Government for next year and the period ahead to continuously increase the budget for the Army.

As a Supreme Commander, I have already recommended a number of activities and events to mark, with dignity, the 20th anniversary of the Army. It is the least we could do for our Army, which gives us confidence that future generations will live their welfare in a free, democratic, European Macedonia.

In the spirit of the 20th anniversary of independence of our homeland, I have bestowed several meritorious individuals, institutions and organizations significant for the Macedonian statehood, independence and sovereignty. By bestowing them, I expressed gratitude to sincere friends of Macedonia, who support us everywhere and always.

I want you to know that I remain dedicated to the closeness and constant contact with citizens. I do this in direct meetings during my regular visits to villages and towns throughout Macedonia, but also indirectly, through the People's Offices, which represent an open door between me and the citizens. Through these offices, I feel the pulse of people on many issues, including the name issue. So far, the Cabinet, through these Offices has received over thousand suggestions and complaints. Actions have been taken in compliance with my competences.

We need to invest real values in young generations. We must have faith in them. Our young people are exactly where we have led them by now. Therefore, their education and advancement is necessary. So far, the School for Young Leaders has educated two exceptionally successful generations. I am convinced that Macedonia will be led by truly responsible leaders in future in all spheres of everyday life.

We have also prompted competition in the field of science by awarding the title "The Youngest Scientist". This proved that there are young successful people from Macedonia at the most prestigious universities in the world. Their achievements in science are noteworthy. I was a patron of several important events dedicated to fostering innovation and creativity.

Ladies and Gentlemen,

Jubilees and anniversaries are always an occasion for recollection of what has happened, what passed, but also a time for debate about the future. This year we marked and celebrated important events. 20 years of independence, 10 years of the Ohrid Framework Agreement, 70 years since the National Liberation Struggle.

I am glad that the 20th anniversary of independence of our homeland Macedonia is the year of awakening of self-respect and self-confidence among Macedonian citizens. We should continue in this direction. We should respect ourselves more for others to respect us as well. Therefore, our citizens deserve to be praised for the dignified celebration of the anniversaries as well as for the unity in celebrating successes.

This year marks a decade of the signing of the Ohrid Framework Agreement. By implementing this Agreement we have reached a level of greater understanding, respect and tolerance. We have built a model that strives to integrate, not to assimilate. Our model is not only an example in the region, but it is an agreement with principles that inspire even beyond. We respect our model and we ask others to respect its principles, too. We defend our model. To all those who, for any reason doubt it, to all those who wish to undermine and bring discord, I am sending my clear message – do not try to do so, your effort is doomed to failure. To all those who by burning the flag, the flag of all citizens of the Republic of Macedonia, think that with that act they will burn the multi-ethnic coexistence, my message is - you will not succeed in that.

Ladies and Gentlemen,

This year, again, I was strongly focused on several important issues for the economy and I supported the following areas:

-    Entrepreneurial activities in Macedonia;
-    Intensive economic diplomacy;
-    Energy security and renewable sources of energy;
-    Regional infrastructure and economic projects.

I initiated and held meetings with many national and foreign businessmen.

This year, the Assembly, upon my proposal, designated the new Governor of the National Bank of the Republic of Macedonia.

Economic diplomacy has been high on my agenda in almost all of my working and informal meetings, participation in multilateral events and official visits to foreign countries, as well as during the visits of foreign dignitaries to the Republic of Macedonia. Business forums and meetings with businessmen have always been part of my international agenda.

Energy sector development is the basic and main driving force of economy, state, society. No one in the world today can make projections for the future without having to look for ways and being fully focused on ensuring energy security. Neither can we. Therefore, as President, looking far beyond my mandate, I became actively involved in exploring all possibilities to join the planned energy corridors, which should provide long-term energy stability. I am particularly pleased that we are in advanced negotiation stage for inclusion of Macedonia in the "South Stream" pipeline. However, we must not rely solely on that. What is also necessary is reasonable usage of the renewable energy sources, something that our country abounds with.

At all separate meetings and regional summits I tackle also the topic of the improvement of infrastructure connectivity. I discuss with regional leaders how to open further our region and thus to influence further its welfare. We talk about connecting the Adriatic-Ionian highway with corridors 8 and 10. This is a huge project; that is why it has been considered for so long; however, I will reiterate that I am not discouraged. The benefit will be huge.

In these times of vast global economic crisis, thanks to the prudent macroeconomic policy of the Government of the Republic of Macedonia and the economy led by the Macedonian citizens, we live in one of the least indebted European countries, a country with one of the largest growth rates in Europe. Reforms in administration, judiciary, fight against crime and corruption, give results.

We have the right to access the European market, freely, without taxes and restrictions. In the European Union, we travel freely without visas, opening up prospects for our citizens. Freedom of trade, economic connectivity, freedom of movement are some of the most important benefits of the Union. Notwithstanding, despite these rights, we are also entitled to political representation in the Union. We can not refrain from that right because Greece entered the Union first.

Ladies and Gentlemen,

Macedonia has begun the year with a boycott of this Dome by the opposition.

The early parliamentary elections held in June, when you, the MPs, won the trust of the citizens, were highly and positively assessed in the international community as fair, legitimate and well organized. I believe all stakeholders provided their contribution to this success, but, above all, the citizens. We are increasingly building democratic awareness and political culture. We are building an environment of dialogue and participation in discussions and decisions on vital issues of our society.

I hope we will all continue in that direction. After a long period of instability and divisions, today, consolidation takes place and we devotedly continue with the reforms. I am here, always, willing to help in removing any political obstacle, to facilitate dialogue, but I repeat, the temple of democracy is this Dome, the Parliament, and all political debates should happen here. As President, on several occasions, I initiated and hosted leadership meetings with the leaders of the parliamentary parties of the government and the opposition, aimed to overcome misunderstandings and to restore political dialogue in the institutions.

Ladies and Gentlemen,

Let me refer to the highest goal of our country, integration into NATO and the EU. We are all aware that the achievement of the most important strategic objectives has been blocked till now by our neighbor. Blocking such important collective goal means irresponsible, visionless and totally incompatible conduct with the time we live in. But, as I have said at the outset, the path that leads to a solution is simpler than we think, if each party adheres to the framework set by the United Nations and the Interim Agreement. If, however, issues beyond the framework are put on the table, then the way out of this situation is simply impossible.

We continue with maximum action on all fields. That means attaining European Union standards, values and criteria. Our citizens will enjoy the benefits of such a position of the state. Therefore, time has come, on the 20th anniversary of independence to turn to the future. I appeal, political and especially daily political bickering for where the state goes, or whether there is or are we looking for alternatives, stop. The answer is clear our strategic goals have always been membership in NATO and membership in the EU.

As we are approaching the attainment of our strategic goal, the awareness among all stakeholders is changing, the mentality is changing, as well as the way of thinking and acting. We will walk on that path guided by the principles of honesty, responsibility and accountability, as principles of the new leadership, principles which are merely possible in the new times.

I want to send a message to our neighbor. The Republic of Macedonia is a reality. This reality existed, exists and will exist. For issues such as our highest values - identity, language, culture, and constitution, we do not want and there is no need to talk at all.

Noone in this world has the right to deny to other such high values. These are values that can only be ascertained and respected. Therefore, led by the expressed will of the citizens of the Republic of Macedonia, in future, I will not accept a Report in which the Macedonian language and identity is disrespected.

I want to send a message to my fellow citizens. Be calm. Noone in this world can and will be able to deprive us of what we have, our constitutional name, our identity. We will succeed in achieving our strategic goals. The issue is not whether, but when. And until then, united, we will create our successful European and Euro-Atlantic future. We will attain the goals. We will become members of the European Union and NATO. And we will be what we are in these institutions. There is no other option.

I will conclude as I began. The 20th anniversary of Macedonian independence is accomplished with a great diplomatic and legal victory. We have a historic possibility to turn a new page in the relations with our southern neighbor. We have stretched our hand for reconciliation. But internally, at home, we have a unique opportunity to be united, regardless of ethnicity and religious affiliation. Macedonians, Albanians, Turks, Roma, Serbs, Bosniaks, Aromans, Christians, Muslims, Jews, we are all children of our common homeland Macedonia. And we all have one perspective and one common European and Euro-Atlantic future.

When it comes to national interests, strategic goals and determinations, there is only one party that recognized no division of leaders and members, of old and young, of left and right. This party is called Macedonia, and we must be united in that single party. Only then will we succeed in achieving the strategic goals.

Everything we have achieved so far, in severe times of blockades, isolation and threats to our sovereignty, identity and survival, made us stronger and better prepared. With God's providence, we must endure on the path of building a modern, developed, internationally acknowledged and respected state. We are obliged by the pledge of our ancestors who laid the foundations of our sovereignty and independence. We are obliged to this by the future generations. We are obliged by our homeland Macedonia.

Long live the Republic of Macedonia!
