Address on the occasion of the “Best Young Scientist 2016” award ceremony, honoring Hristijan Gjoreski

Ladies and Gentlemen,

It is a particular honor and great pleasure to address you today, on the Best Young Scientist Award ceremony, attributed for the highest scientific achievements in a calendar year.

This traditional event whose main aim is to value and encourage young Macedonian scientists of up to 30 years of age has been gaining greater significance and importance with every passing year. The successful achievements of applicants are themselves the best proof for the enormous potential of the young Macedonian scientific milieu. The Committee in charge of selecting the best young scientist, whose task is to carefully consider the received applications can also witness the high quality of applications received. I would like to take this opportunity to express my gratitude to the members of the committee, but also to the reviewers, for their contribution in the entire selection process. Of course, I would also like to thank the media, without whose support this event, but also the young Macedonian scientists, would not receive the attention they deserve.

I am convinced that with this for the best young scientist, we contribute to encouraging the interest and promoting the young Macedonian scientific thought. In addition to the great talent, our young scientists have shown notable creativity, dedication and motivation for further scientific endeavors. If we truly want to use their contribution for the benefit of our country, then we must do our utmost in order for them to take their rightful place in education, institutions or the business sector. Of course, their scientific path very often leads the outside of the borders of our country, but even then, contacts and cooperation must continue. On the contrary, their experience from the highest educational and scientific institutions abroad can and should be transposed and used here as well.

Today, as we are awarding the Best Young Scientist title for the seventh time, we have an honoree whose main interest is artificial intelligence. I am particularly impressed that the interest in this area has led our best scientist to find solutions applicable in the areas of healthcare and sports. It is this humane dimension in the scientific work of Dr. Hristijan Gjoreski that should also serve as a reminder that everything we do should be for the benefit of humans. Regardless of whether our work is in the scientific or the social sphere, we must never forget that it should all serve humanity and a better and more dignified life for all mankind. As for the development and progress that we have had as a human civilization, we owe everything above all to science. In search for knowledge, for something new and improved, scientists are those who improve our lives on a daily basis. Let us be grateful for everything they have achieved and be proud that Macedonian scientists are part of the global scientific milieu.

In conclusion of today's address, I would like to wish Dr. Hristijan Gjoreski, but also all other young scientists who applied for the Best Young Scientist 2016 competition, every success and many years of fruitful scientific work.

Respected citizens of the Republic of Macedonia,

In these moments of general concern about the events in the Parliament of the Republic of Macedonia, I call on you to be calm.

I call on you to stay calm and not to succumb to various provocations, false news and manipulations.

I call for nonviolence and calming down of tensions.

I call for a reasonable and responsible behavior.

I call for responsible behavior of all relevant institutions which must respect the Constitution and the laws of the Republic of Macedonia.

The MPs are most responsible for restoring the situation in accordance with the Constitution, laws and Rules of Procedure of the Parliament, which were violated today.

Everyone should be responsible for its own actions and aware of the consequences arising thereof.

This situation can be overcome only through respect for the legal system of the Republic of Macedonia.

There is a solution to every issue through dialogue, in line with the Constitution and the laws of the Republic of Macedonia.

Therefore, I urge the leaders of the parliamentary parties to come tomorrow into my office at a Leaders' meeting to consider the new situation.

The Leaders' meeting is to dwell on all options for calming the situation down and finding a way out of the new situation.

The leaders received the trust of the citizens and are most responsible for finding a solution in line with the Constitution, laws and Rules of Procedure of the Parliament.

No one from outside will solve our problems if we do not solve them ourselves, in accordance with the national interests of the Republic of Macedonia.

Official visit of Mr. Mladen Ivanic, Chairman of the Presidency of Bosnia and Herzegovina

Distinguished Chairman of the Presidency of Bosnia and Herzegovina, Mr. Ivanic,

Let me wish you a warm welcome in the Republic of Macedonia and express satisfaction with the realization of your visit.

Today, my friend and colleague, Mr. Ivanic, and I had really excellent and comprehensive meeting at which we discussed all issues of common interest for Macedonia and Bosnia and Herzegovina.

I would like to express my satisfaction with the development of relations and cooperation between our two countries so far, which are characterized by traditionally strong friendship, identical views on the development of international and regional cooperation, with common strategic objectives - peace and stability in the region, membership in the European and Euro-Atlantic structures.

The Republic of Macedonia, continuously and in all possible ways, openly and clearly supports the territorial integrity and sovereignty of Bosnia and Herzegovina.

We welcome the country's progress in the EU integration process and expect it will soon submit answers to the Questionnaire, after which the European Union will give a positive opinion for the membership of Bosnia and Herzegovina in the European Union.

Mr. Ivanic and I exchanged views on the situation in the region.

We concluded that the EU integration of the countries in the region is essential for the stability of the entire region, its development and prosperity. The only response to the situation in the region is progress in the process of integration into the European Union.

Therefore, we concurred that a priority is the opening of accession negotiations, especially Chapters 23 and 24 for all countries of the region which are not members of the European Union, because those areas are weak areas for our countries: judiciary, fundamental rights, justice, freedom and security. We think that if there is power, capacity in Brussels to open these two chapters for all countries in the region, the situation in the region would have been different.
At the meeting with Mr. Ivanic we exchanged information and views on the current situation in our countries.

I informed Mr. Ivanic on the developments in the country after the early parliamentary elections of 11 December 2016, and the legal and political obstacle in terms of granting the mandate to form the Government of the Republic of Macedonia.

In terms of the post-election platform as a political obstacle, I repeated the position that it undermines the Constitution and the Ohrid Framework Agreement and the Republic of Macedonia is put into a position of subordination and dependence on another country. This endangers the sovereignty, independence and unity of the state.

We both agreed that such interference in the internal affairs of the Republic of Macedonia is an incentive for realization of the great nationalist ideas and that what is most needed now is to reduce tensions in the region and change the rhetoric that we hear lately in the overall region.

With my interlocutor we exchanged views on the economic cooperation because Bosnia and Herzegovina is on the list of the 20th largest economic partners of the Republic of Macedonia. For now, the trade between the two countries is about USD 155 million. The small surplus is constantly on the Macedonian side, but it is the motive to work more on the economic cooperation and it will be the basis for the business forum that will be held tomorrow.

Address by President Ivanov at the 20th Eurasian Economic Forum in Istanbul

Ladies and Gentlemen,
Dear Friends,

As President of the Republic of Macedonia, I am pleased to take part in the 20th Eurasian Economic Summit. For two decades, this important forum offers an opportunity for frank dialogue and open exchange of ideas on the challenges facing our countries and regions. I am convinced that at least some of those shared ideas have found their place in the decision-making processes and solutions to the challenges. As always, today's topic requires a quality debate.

Not long ago, at the 60th anniversary of the Treaties of Rome, 27 European leaders adopted the Rome Declaration. With this Declaration, they undertake that in the next ten years they will work on creating the Union that will be secure and safe, prosperous, competitive, sustainable and socially responsible, willing and capable to play a key role in the world.

In circumstances when the Union is facing numerous crises, many would argue that these are too ambitious or even unachievable goals.

Talking about the crises of the European Union has become a cliché. There are crisis everywhere: from the Euro Zone crisis through the political, migration and security crisis, to Brexit. Middle East, Caucasus and the Balkans are still a nightmare for Brussels politicians. There are many failed states and impoverished societies on the southern and eastern shores of the Mediterranean.

But, in this narrative of European crises, one important thing is not taken into consideration. Namely, it is forgotten that the crisis is only a metaphor borrowed from medicine and refers to a very short period of time in which the body is struggling with a particular disease or condition. However, the crises facing the Union are all but short. For already two years we are facing migrant crisis. Next year will mark the first decade of the economic crisis. The Union enters from one crisis to another without resolving any of the crises. This alarming situation requires redefinition of the problem.

Claus Offe reminds that Europe is not only in crisis but in a trap of its own bureaucracy. The crisis has paralyzed the very constructive actors who would be able to work to implement the necessary strategies and changes that can overcome the crisis and prevent its recurrence.

At the same time, the Union faces a number of internal tensions: between the center and periphery, between the creditors and debtors, but also between Euro-optimists and Euro-skeptics, and between those who are more and those who are less integrated.

Consequently, despite the Brussels elitism, there is a growing populism. Instead of desouverenization, there is resouverenization. Instead of integration, there is greater fragmentation.

All this would encourage the Rome Declaration to be reduced to sentimental but unrealistic optimism. But, is it so?

History reminds us that at the darkest time of Europe, when fascism and Nazism came to power and authoritarian and totalitarian regimes were spread, a group of people created the ideal of Europe as freedom. It is enough to recall that after the World War II, the dream of a few became a hope for many. With the fall of the Berlin Wall, the project of the European Union became part of the political liberalism and liberal order.

Today, when left and right populism, xenophobia, Islamophobia, exclusion, boundaries recur on the European political scene, a new idea must be offered. This is a time for re-creation of Europe - metamorphosis of Europe. But what does that mean?

Ulrich Beck reminds that the essence of the European Union is Europeanization as a process of constant transformation. Europeanization does not mean disappearance of nation states, but metamorphosis of the idea of ​​nation and state. It is the idea that the whole is more than its constituent parts, and that the unit allows its constituent parts, states and societies, to face easier the global challenges.

Just before the summit in Rome, the five presidents of the Union came up with five scenarios for the future of Europe.

Under the first scenario, the Union would continue as before. Given that the Union as such was unprepared for all the crises, I think this is an inadequate choice.

Under the second scenario, the Union would be reduced to the common market. On the one hand, this is seemingly an end to the political dimension, because without political cooperation there are no conditions for a common market. Moreover, what about the challenges that require European engagement, as the migrant crisis? That means the European regions will have to make a strategic turn inward, as the Vishegrad Group did as regards the migrant crisis.

Under the third scenario, the Union must accept greater differentiation to avoid potential disintegration. That is the model of Europe in multiple speeds which means that those countries that are prepared will integrate faster and deeper than the others. But, if the locomotive is faster than the cars, then there is a danger that the cars would split at one point.

Under the fourth scenario, the Union would focus on fewer areas but with greater effectiveness. But how would these areas be determined, taking into account the different interests and needs of the member-states and their citizens?

According to the fifth scenario, the Union should do much more, but in unity.

Whichever path is chosen, the European Union member-states will inevitably run into a stumbling block in the Union - and that is the double standards. Today's double standards are future detrimental precedents. I will elaborate the example of the Republic of Macedonia.

Ever since its independence, 26 years ago, the Republic of Macedonia aimed to become part of the European Union and the liberal order. But, exactly in the liberal order that affirms identity rights and freedoms, our inalienable rights and freedoms of self-identification are challenged. Exactly the European Union, whose motto is unity in diversity, denies our diversity. Not by chance one of our philosophers concluded that for Macedonia the political liberalism ended up in the moment our name and identity were challenged. The double standards of the liberal order denied us the right to identity and the right to prosperity. The European and Euro-Atlantic integrations of Macedonia are blocked. Therefore, the case of Macedonia becomes obvious hypocrisy of this international order which is collapsing due to its double standards. Not only Macedonia, but many other countries are not satisfied with the double standards of the Union.

Therefore, whichever of these five scenarios is chosen, the European Union, which was a peace project, should again become recognizable for its greatest power - and that is Europeanization. Through Europeanization, the Union managed to encourage the states and societies of the European continent to be voluntarily transformed. Only through Europeanization, Europe is build. Only through Europeanization, the area of peace, security and prosperity in the immediate and wider European neighborhood - North Africa, Middle East, Caucasus, can be spread. I did not mention the Balkans because it is in the roots of Europe. But Europe has yet to remember and return to the roots.

Europe does not need new principles and values. It needs leaders who can see that Europeanization is salvation for all nations of our continent.

Ladies and Gentlemen,

I will conclude with a phrase from the Rome Declaration. The leaders remind therein that the European Union began as a dream of a few and became the hope of many. Today we can add to that that the Union, which was a dream, has grown into a hope and will be a reality for us only if it remains faithful to its essence – to the Europeanization as a process of metamorphosis of Europe.

Meeting with the President of the European council, Mr. Donald Tusk

Today, I have the honor and pleasure to be the host, for the third time in two years, to the President of the European Council, Mr. Donald Tusk, who is visiting the Republic of Macedonia.

At the very beginning, I wish to express our public gratitude to President Tusk for his leadership and his personal engagement in handling the refugee and migration crisis. He had great understanding for the burden that we bore as a country as regards the migration crisis, and especially its security aspect. He made a personal effort to help us .

President Tusk is a sincere friend of the Republic of Macedonia and a supporter of our European aspirations.

The focus of our meeting was placed on two issues: the threat of illegal migration that Europe is facing, and the political crisis in Macedonia after the December 2016 elections.

With President Tusk, we exchanged views and information on migration corridors, tensions between EU and Turkey, capacities of transit countries, but also the risks on regional stability stemming from the permanent threat of a migrant wave from Africa and Asia directed towards Europe.

Today's visit also included a classified briefing on the development of scenarios on the basis of the degree of risk from illegal migration and the capacities at our disposal, held by representatives of the Intelligence Agency and the Army of the Republic of Macedonia.

We reaffirmed the position that the Republic of Macedonia is a transit country and that it remains on the positions and demands expressed at the Heads of State and Government held in Brussels in October 2015.

At the meeting, we expressed interest in establishing a legal framework for partnership with the Union regarding three areas. First, border protection; second, counter-terrorism and third, crisis management in conditions of blocked EU integration in the process of shaping the future security and defense architecture of the Union.

I wish to underline that the Republic of Macedonia will continue to protect its national security and the safety of its citizens, as it has been the case so far. At the same time, Macedonia is also the guardian of the gates of Europe, and for more than 19 months, it has been controlling the access to the fastest migrant corridor that leads to Europe.

My message to the European Union is clear: help us, in order for us to help you. By helping Macedonia, you are helping yourself.

With President Tusk, we discussed and exchanged opinions on the current political situation in the Republic of Macedonia.

I informed him in detail about my constitutional competences as President of the Republic of Macedonia, as well as with the practice established in 1992 for giving the mandate and establishment of a new government.

On this occasion, I wish to once again convey a clear message. The legal and the political obstacle must be eliminated. The purpose of both conditions is for the new government not to be contested by any party and on any basis. My decision is preventive and serves to prevent any detrimental consequences we might encounter. A blackmailed government means an unstable government with a short life span and negative consequences.

Let me remind you that the European Union is a guarantor of two agreements only - the Ohrid Framework Agreement and the 2015 Agreement.

Therefore, it should be imperative to political leaders to implement urgent reform priorities. The first item on the agenda of political parties and members of the Assembly should be EU-related reforms, and not the implementation of a post election platform created in foreign countries. A platform that jeopardizes the independence of the country; that conditions the establishment of a parliamentary majority, disturbs good neighborly relations by direct interference in the internal affairs of the Republic of Macedonia, incites tensions in interethnic relations, manipulates the citizens with issues outside of the framework agreement and asks for an amendment to the Constitution. Therefore, what the Republic of Macedonia needs are European reforms, and not foreign platforms.

As a country, we must stay focused on European reforms. That would be the only way to root out the causes of these political crises. This is not a challenge only for us, but for a large part of this region. This is also why I believe that the European Union should find a way to open Chapters 23 and 24 covering the areas of judiciary, fundamental rights, justice, freedom and security, for all candidate countries and potential candidate countries from the region.

And in order to prevent a blockade of these processes, the European Union should find a way to avoid taking advantage of the accession process for blackmail in the resolution of bilateral issues. The blockade of Republic of Macedonia's European integration process must end as soon as possible.

At the very end, I wish to thank President Tusk once again for his understanding, engagement and support.

Address оn the occasion of awarding the Order to the Intelligence Agency

Ladies and Gentlemen,
Dear Friends,

As President of the Republic of Macedonia and Supreme Commander of the Armed Forces, I constantly make decisions within the scope of my competences - foreign policy, security and defense.

From my personal experience, I know that the key to making correct decisions is the truth. Only when we know what is true and what is false, we can make a decision for the benefit of the citizens and the state. But this is becoming more difficult. Truth has never had so many enemies as it has today. In our age of post-truth, it is very easy to be misled by false news, alternative facts and ubiquitous propaganda. In other words, from the leaves of the lies often we cannot see the stem and the root of the challenge we face.

The new era of the harsh 21st century is a time of complex wars, in which the first casualty is the truth. Therefore, we need a guardian of the truth. In such conditions, extremely important role have the institutions which not only filter out the truth from falsehood, but, with the analytical approach, offer solutions to the challenges we face.

For already 20 years, one agency plays such a role. It is the Intelligence Agency of the Republic of Macedonia. During its establishment, the Intelligence Agency was entrusted with the key to understanding and verification of the truth related to the security threats and risks. Thanks to its sound analysis and research of data and information, state officials can make decisions for the benefit of the citizens and the state.

The Agency constantly informs us about the processes that generate threats to the national security and the enduring and vital values. Thus, the Agency helps us make decisions in order to establish a stable security environment and sustainable development in the long term.

In these 20 years, the Agency helped us avoid many wrong decisions, but also to cope easier with the major ordeals we have faced as a country.

It is enough to recall the first decade of independence, when, in the immediate vicinity of the Republic of Macedonia, wars were fought, frontiers were changed, new states were formed. In such complex conditions, we managed to preserve the peace.

In the second decade of independence, the things changed. The region was pacified and democratized. The countries began to cooperate and jointly paved the European and Euro-Atlantic path. However, the threats did not disappear, just took new forms.

Today, in the third decade of independence of the Republic of Macedonia, our strategic security environment is changing again. The insufficient presence of the European Union contributed to the retrograde processes in our region. We are witnessing an open interference in the internal affairs of the country. The geopolitical picture of the world is also changing. There are new threats and new risks. Illegal migration, violent extremism, foreign terrorist fighters and transnational organized crime are just some of the numerous challenges faced daily by the Republic of Macedonia.

Yet, we managed to face and manage these challenges, owing to our intelligence and security system, whose important part is the Intelligence Agency of the Republic of Macedonia.

Through early warning, assessments and projections, as well as timely Information, the Agency helps us prevent the threats and safeguard the independence, sovereignty and territorial integrity of the Republic of Macedonia. And, it does so within the legal frames.

Therefore, I have great honor, as President and Supreme Commander of the Armed Forces of the Republic of Macedonia, on behalf of the citizens, to award the Order „Ilinden 1903" to the Intelligence Agency. This award is a token of gratitude of the Macedonian citizens for all that the Agency has been doing in the past years, even when it is not visible to the public. But, at the same time, this award is a commitment for the Agency to continue, with even greater zeal, to professionally perform its statutory obligations. Primarily, to continue with the exercise of the fundamental state interests of the Republic and its citizens.

At the very end, I assure you that, in a time when we face major internal and external challenges, we are not afraid because we are aware that we will persevere in our goal. We are aware because our decisions are based on two values - truth and justice for our homeland, the Republic of Macedonia.
